CONSIDER THE SOUTH BAY WORKFORCE INVESTMENT AREA FUNDING AGREEMENT NO. 16-W152 BY AND BETWEEN THE SOUTH BAY WORKFORCE INVESTMENT BOARD, INC. AND THE CITY OF CARSON FOR THE CARSON CAREER CENTER OPERATIONS   (CITY COUNCIL)

I.                     SUMMARY

The purpose of this agreement is to provide funding for the administration of the Carson Career Center.  The Carson Career Center is an affiliate member of the South Bay Workforce Investment Board (SBWIB).  The attached agreement provides funding and performance goals for the Career Center’s Workforce Innovation and Opportunity Act (WIOA) adult and youth programs (Exhibit No. 1).

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     APPROVE the annual funding agreement with the South Bay Workforce Investment Board.

2.                     AUTHORIZE the Mayor to execute the funding agreement following the approval as to form by the City Attorney.

IV.                     BACKGROUND

For the past eight years the City Council has approved a funding agreement with the SBWIB for the operations and program delivery associated with the Carson Career Center.  The aforementioned WIOA funds are the primary source of funding for the Career Center’s activities.  The Career Center provides a myriad of services for Carson and local businesses, Carson job seeking residents, and persons with disabilities and veterans.

As an “America’s Job Center of California”, the Carson Career Center is charged with serving clients outside of Carson in certain instances.  The primary goal of the Career Center is to provide the tools and training for Carson residents that prepares them for emerging and growing industries.  Likewise, through the Center’s business services programs, the goal is provide growing Carson businesses with the qualified applicants to meet their business expansion needs.

The Carson Career Center is currently increasing its performance and visibility. Through working closer with our partners and industry leaders, the Center expects to be even more of a resource for Carson businesses and businesses interested in relocating to Carson. This new approach is intended to create more jobs in the City of Carson thereby stimulating the local economy and economic growth. 

 V.                     FISCAL IMPACT

The agreement is a reimbursable agreement with a monthly invoicing basis. The agreement provides a total of $534,671.00 for the Carson Career Center staff and operation costs and an additional $142,024.00 for vocational training and paid work experience.
