AUTHORIZE FEE WAIVER FOR THE USE OF THE COMMUNITY CENTER ROOMS AND EQUIPMENT FOR THE STATE OF CALIFORNIA GOVERNOR'S OFFICE FOR A BUSINESS AND ECONOMIC DEVELOPMENT, CALIFORNIA COMPETES TAX CREDIT WORKSHOP (CITY COUNCIL)

I.                     SUMMARY

This item is on the agenda at the request of Mayor Robles.

The Business and Economic Development, California Competes Tax Credit Workshop is scheduled for December 13, 2016 at the Congresswoman Juanita Millender-McDonald Community Center. In order to facilitate the workshop, the City Council is asked to consider waiving the facility rental and equipment fees (Exhibit No. 1).

II.                     RECOMMENDATION

Recommendation

Authorize waiver of room and equipment fees for use of rooms 107 ABC for the CCTC workshop on December 13, 2016.

IV.                     BACKGROUND

The Governor’s Office of Business and Economic Development (GO-Biz) was created by Governor Edmund G. Brown Jr. to serve as California’s single point of contact for economic development and job creation efforts. GO-Biz offers a range of services to business owners including:  attraction, retention and expansion services, site selection, permit assistance, regulatory guidance, small business assistance, international trade development and much more.

The California Competes Tax Credit (CCTC) program scheduled for Tuesday, December 13, 2016, from 3:30 p.m. to 5:00 p.m. is a workshop that educates local businesses about the CCTC and provides information on the application process. The CCTC is an income tax credit available to all businesses that want to locate in California or stay and grow in California. There is no fee to apply and the program is open to any business and there are no geographic or sector-specific restrictions that impact eligibility. GO-Biz has over $243 million in tax credit available for allocation this fiscal year, and 25% of this amount is set aside for small businesses. The presentation will be given by the Deputy Director of the CCTC program, Kristen Kane.

In an effort to assist the organizers in presenting this event, the City Council is asked to consider a request for waiver of fees for the use of rooms 107 ABC. The normal charge for this event would be $297.00 (Exhibit No. 2). The workshop is expected to host 50 people.

V.                     FISCAL IMPACT

Should the City Council approve this fee waiver request the fiscal impact is $297.00 in uncollected revenue.
