CONSIDERATION TO ADOPT RESOLUTION NO. 16-132, AUTHORIZING THE SUBMITTAL OF APPLICATIONS FOR ALL CALRECYCLE GRANTS FOR WHICH THE CITY OF CARSON IS ELIGIBLE (CITY COUNCIL)

I. SUMMARY

The California Department of Resources Recycling and Recovery (CalRecycle), administers various grant programs (grants) to reduce, recycle and reuse solid waste generated in the State of California (State).
In order to be eligible to receive grants, CalRecycle requires the adoption of a resolution by the City Council authorizing submittal and administration of applications for all grants for which the City of Carson is eligible.
Resolution No. 16-132 authorizes the City Manager to submit applications and administer the grant documents (Exhibit No. 1).

II. RECOMMENDATION
Recommendation

WAIVE further reading and ADOPT Resolution No. 16-132, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF APPLICATION(S) FOR ALL CALRECYCLE GRANTS FOR WHICH THE CITY OF CARSON IS ELIGIBLE."

III. ALTERNATIVES

1. DO NOT ADOPT Resolution No. 16-132. However, the state requires adoption of a resolution authorizing submittal of grant applications.
2. TAKE another action the City Council deems appropriate.

IV. BACKGROUND

California Public Resources Code sections 48000 et seq. authorizes CalRecycle to administer various grants in furtherance of the State's efforts to reduce, recycle, and reuse solid waste generated in the State; thereby, preserving landfill capacity and protecting public health and safety and the environment.
Beginning with the fiscal year 2015-16 funding cycle, all jurisdictions will be required to provide a Resolution no later than the funding request due date.
