CONSIDER RESOLUTION APPROVING THE APPLICATION FOR YOUTH SOCCER AND RECREATION DEVELOPMENT PROGRAM GRANT FUNDS (CITY COUNCIL)

Body
I. SUMMARY

The Community Services Department is applying for a grant to build a turf soccer field at Veterans Park. The grant is provided by the State of California Department of Parks and Recreation Office of Grants and Local Services. The California Youth Soccer and Recreation Development Program will award recipients up to $ 1,000,000 to cover the cost of materials and construction. If awarded, staff proposes to build a turf soccer field with lights on the south end upper field. Resolution No. 16-135 would approve moving forward with submittal of the grant application.


II. RECOMMENDATION
Recommendation

TAKE the following actions:

1. APPROVE Resolution No. 16-135 Approving the application for the Youth Soccer and Recreation Development Program Grant Funds.
2. APPROVE the addition of this project to the five year capital improvement program.

1. DO NOT APPROVE the application.
2. TAKE any other action the City Council deems appropriate that is consistent with the requirements of the law.


IV. BACKGROUND

Currently, the City of Carson does not have an artificial turf sports field. This grant would allow the city to construct a turf field and lighting for a year round youth soccer program. The benefits of a turf field are as follows:
* Low Maintenance costs
* Pesticide Free
* Increased Playability
* Fewer Injuries
* Conserves Water

The maximum award is up to $ 1,000,000 and construction of this project would need to be completed by March 21, 2025. The application deadline is November 1, 2016 and grant award decisions will be announced approximately six months after the application deadline. Per CEQA Compliance, a notice of exemption has been filed with the Los Angeles County Registrar.
