ADOPT RESOLUTION NO. 16-137, ACCEPTING A $5,000.00 GRANT FOR THE "WHY I LIKE CARSON" ESSAY CONTEST, AND RECEIVE AN UPDATE ON THE STATUS OF THE CARSON COMMUNITY FOUNDATION (CITY COUNCIL)

I.                     SUMMARY

In response to a request from the City Manager, the Carson Community Foundation (CCF) has awarded $5,000.00 to the City of Carson’s “Why I like Carson” Essay Contest to be used to purchase gift cards, medallions, and certificates of commendation for the winners, as well as to cover the cost of the awards ceremony.  As it currently stands, CCF has adopted bylaws, filed for a tax ID number, and is in the process of appointing members to its Board of Directors.

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     ACCEPT the $5,000.00 grant awarded by the Carson Community Foundation for the ‘Why I Like Carson’ Contest to be used to gift cards, medallions, and certificates of commendation for the winners, and to cover the cost of the awards ceremony.

2.                     ADOPT Resolution No. 16-137, “A RESOLUTION OF THE CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 2016-17 BUDGET FOR SPECIAL EVENTS.

IV.                     BACKGROUND

At its September 20, 2016, meeting, the Carson Community Foundation (CCF) considered a request from the City Manager for $5,000.00 in support of the “Why I Like Carson” Essay Contest. The letter indicated that this contest, the brainchild of former-Councilmember Mary Anne O’Neal, has been offered to the youth of Carson for the past 15 years, with hundreds of entries received annually. The grant will be used to purchase medals, medallions, and certificates of commendation to the winners. In addition, the grant will cover the cost for the awards ceremony. The letter of request is attached as (Exhibit No. 1). This grant would be the first awarded to the community by CCF. The Foundation utilized funds received from a $13,500.00 contribution by the Anheuser Busch Company.  Aleshire and Wynder, the City’s attorney, has committed to providing a future donation.

As an update on the status of the establishment of the Foundation, on September 13, 2016, the initial members of the Board of Directors adopted the bylaws for the organization (Exhibit No. 2). The bylaws recognized Albert Robles as Chair, Lula Davis-Holmes as First Vice-Chair/Treasurer and Jovito Morales as Secretary.  Interim Community Services Director, Ralph Aranda was appointed as the Executive Director. The Executive Director is a non-voting Officer of the Corporation, and oversees staff support to the foundation. Additionally, three individuals have been appointed to the Board of Directors: Tamala Lewis of the StubHub Center, Ted Cordova of E & B Green Solutions, and Brissa Sotelo of Tesoro Corporation.  Each member has committed to raising at least $15,000.00 through his/her respective organizations and resources for CCF.

The Foundation expects to appoint three additional members at its next meeting. Following the appointment of the remaining board members, the Foundation can then file for tax exempt status from the IRS. The board can also begin to set goals, determine regular meeting dates, select specific programs for raising funds and award grants. CCF also plans to begin discussions for funding the City’s special events that are scheduled to occur in the final six months of the fiscal year.

As reported in a separate agenda item, staff is collaborating with the Tesoro Corporation to apply for a $250,000.00 grant for a project in the City of Carson. The grant would be awarded to the Foundation and then forwarded to the City for the purpose of completing the identified project.

V.                     FISCAL IMPACT

The $5,000 in grant funds received for the “Why I Like Carson” Essay Contest shall be deposited into a Special Event Revenue Account No. 44-00-999-709-4932, and expended in Expenditure Account No. 44-21-999-709-4932/13226-00, as indicated in Resolution No. 16-137 (Exhibit No. 3).
