I.                     SUMMARY

Thomas Saffron & Associates is proposing to develop a new mixed-use development that will include 61 affordable housing units with a preference for the United States Veterans.  When developed, this project will anchor the west side of Carson Street and will act as a catalyst to promote new development in the vicinity.

IV.                     BACKGROUND

For the past six months, staff has been working with Thomas Saffron & Associates on a mixed-use development that will include affordable housing units with a preference for United States Veterans. Thomas Safran & Associates has developed over 6,000 units of luxury, affordable and mixed-use rental housing in Southern California. For over 40 years, they have specialized in developing and managing high-quality properties, many of which have won awards from prestigious organizations.

The development will be located at the southwest corner of Carson Street and Figueroa Street on three lots totaling 1.14 acres. The project would offer 60 residential units including studios, one bedroom, and two bedroom units and would also include one unit for an on-site manager. The commercial space will be between 2,000 and 3,000 square feet.

Withee Malcom Architects has been retained by the developer to finalize the design of the project and intends to submit a development application to the City within the next 60 days, Exhibit 1.
