PARTICIPATION IN 2024 OLYMPIC GAMES (CITY COUNCIL)

I.                     SUMMARY

The City of Los Angeles is sponsoring a bid for the 2024 Olympic Games.  Similar to the 1984 Summer Olympics in Los Angeles, Stub Hub Center is being proposed as a venue. This report discusses the commitments required from the City by the International Olympic Committee to host Olympic Events.  The City of Los Angeles is requesting that we send the International Olympic Committee a commitment letter.

 II.                     RECOMMENDATION

Recommendation

The City Council should discuss the requested commitment letter and give direction.  The Council should authorize the Mayor to sign the commitment letter, incorporating any Council or City Attorney concerns.

IV.                     BACKGROUND

The City of Los Angeles is applying to host the 2024 Summer Olympic Games.  The application also covers the Paralympic Games.  Much like the successful 1984 Olympics, the City of Los Angeles is planning on using existing facilities and services in order to control and spread out the costs of the games.  The 1984 Games were successful in attracting private and corporate sponsorship and the 2024 bid proposal intends to include private and corporate sponsorship as well.

The 1984 Olympics are also viewed as a success due to the use of existing regional venues to avoid the high costs of the construction of new facilities. The City of Carson participated in the 1984 Summer Games through the bicycle velodrome at the former Home Depot Center (now Stub Hub Center). 

The Los Angeles Olympic Committee is proposing to use the Stub Hub Center for four events - rugby, tennis, BMX and track cycling.  The Stub Hub Center would host two Paralympic Events - tennis and track cycling.  The Olympic Committee is in negotiations with AEG Worldwide for an exclusive use period for the center.  These negotiations include all physical upgrades needed to host the Games and are not the responsibility of the City.

The Olympic Games would be held between July 19, 2024 and August 4, 2024.  The Paralympics would be held between August 21, 2024 and September 1, 2014. 

Commitment Letter

The application for acceptance of the City of Los Angeles’ bid by the International Olympic Committee is a multi-step process.   The City of Los Angeles is currently in Stage Two, which requires written acceptance of certain conditions by the venue cities. The City of Los Angeles has provided a sample letter, which staff is proposing to clarify.  The City of Carson’s letter would contain the following provisions:

1)                     The City would not undertake any major public or private events, conferences or other events that would impact the Olympics, during the Games and the preceding and following week of the Games.

2)                     The City confirms that our Municipal Code controls unauthorized street trading, including the sale of merchandise.

3)                     The City would only be committed to providing our normal service levels and range of public services to the Stub Hub Center to support the successful planning, organization and staging of the events in Carson.  The City has a Memorandum of Understanding and reimbursement agreement with Stub Hub Center that requires additional public safety costs to be funded by AEG Worldwide. 

4)                     The City has the ability to protect spectators and participants from unfair business practices during the Games.

5)                     The City agrees to comply with various Federal and state accessibility standards for the Paralympic Games.

6)                     There is no construction planned or to be funded by the City to host the event. The City will commit to enforce all applicable building, zoning and business codes with new construction proposed by AIG and others.   

7)                     The City will make its traffic control center available to support and it will be integrated into the Games’ overall traffic and transportation plan.

8)                     The City will commit to work with the Department of Homeland Security and the International Olympic Committee to ensure safe and peaceful Games. Additional costs beyond what are normal to be reimbursed by AEG. 

The City has the ordinances and code sections in place in accordance with the Stage Two Candidate Questionnaire.     

 

V.                     FISCAL IMPACT

At this point in time there are no additional costs to the City that are anticipated, due to the existence of the Memorandum of Understanding with the Stub Hub Center.  If the City of Los Angeles is successful in their bid, there will be more detailed plans presented for the Stub Hub Center.  The City will need to review these plans to determine the reimbursements.
