Title

CONSIDER APPOINTMENTS BY MAYOR ROBLES, TO, AND/OR REMOVAL FROM COMMISSIONS, COMMITTEES AND BOARDS BY MAYOR AND CITY COUNCIL (CITY COUNCIL)

I.                     SUMMARY

This item is on the agenda at the request of Mayor Albert Robles.

On August 2, 2016, Mayor Robles removed Maria Horton, Park Owner Member, from the Mobilehome Park Rental Review Board.

On August 3, 2016, the City Clerk received a letter from Joe Merton, wherein he resigned from the Cultural Arts Commission, effective August 2, 2016.

On August 8, 2016, Juan Carlos Villanueva notified the City Clerk that he resigned from the Beautification Commission.

On August 15, 2016, staff notified the City Clerk that Roselyn Ibanez resigned from the Community Civic Engagement Board.

All posting requirements were satisfied due to the vacancies created on the Mobilehome Park Rental Review Board, Cultural Arts Commission, Beautification Commission, and Community Civic Engagement Board.

 

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     Mayor to CONSIDER, APPOINT, or REAPPOINT members to the Commissions, Committees, and Boards (Exhibit No. 1) in accordance with Ordinance No. 13-1516 regarding the number and composition of various commissions (Exhibit No. 2); Ordinance No. 13-1519 regarding the number of members of various commissions (Exhibit No. 3); Ordinance No. 13-1520 regarding the composition of various commissions (Exhibit No. 4); and Resolution No. 13-046 regarding the composition of the Carson Utility Users Tax Citizens Budget Oversight Committee (Exhibit No. 5);

 

2.                     Mayor and City Council to CONSIDER REMOVAL, if desired, of members to the Commissions, Committees, and Boards in accordance with Ordinance No. 13-1523 regarding the process of removal from various commissions (Exhibit No. 6), with the approval of a majority of the entire City Council present.

IV.                     BACKGROUND

Generally, every two years after the municipal election, most commission, committee, and board appointments expire.  However, this item is on the agenda for the Mayor to consider and appoint new, or reappoint, commissioners, committee and board members in accordance with the Carson Municipal Code.

 

All commissioners, committee and board members were invited to submit a Commission/Committee/Board Appointment Application for consideration by the Mayor.

 

Applications of those individuals requesting appointment were previously provided under separate cover to the Mayor and City Council.

The most recent activities related to the commissions, committees, and boards are as follows:

On July 19, 2016, Mayor Robles removed the following individuals:  Amparo Lujan from the Human Relations Commission; Kara Mfume who resigned from the Youth Commission; Mikko Santiago from the Youth Commission; Cyle Carter who resigned from the Youth Commission; John Cuanco, Alternate Member No. 1 from the Veterans Affairs Commission; Myrna Sales from the Beautification Commission who wishes to remain on the Parks and Recreation Commission; Shirley Graves, Alternate Member No. 1, who was moved up to the regular member position on the Beautification Commission; Deidra Vandiegriff from the Community Civic Engagement Board; and Jasmine Pitcher, Alternate Member No. 3 from the Bullying Prevention Commission who was appointed to the Citywide Advisory Commission.

Additionally, Mayor Robles appointed individuals to the following commissions and boards to which were ratified by the City Council:

 

Jasmine Pitcher, Citywide Advisory Commission (Exhibit No. 1, pg. 10.)

Philipta Hicks, Economic Development Commission (Exhibit No. 1, pg. 11.)

Jack Fernandez, Public Works Commission (Exhibit No. 1, pg. 14.)

Jimmy Broussard, Public Works Commission (Exhibit No. 1, pg. 14.)

Huey Carpenter, Alternate Member No. 2 to the Public Safety Commission (Exhibit No. 1, pg. 15.)

Exodus Gordon, Youth Commission (Exhibit No. 1, pg. 19.)

Viviana Espinoza, Alternate Member No. 3 to the Youth Commission (Exhibit No. 1, pg. 19.)

Shirley Graves, Beautification Commission (Exhibit No. 1, pg. 21.)

 

All posting requirements were satisfied due to the vacancies created on the Human Relations Commission, Youth Commission, Veterans Affairs Commission, Beautification Commission, Community Civic Engagement Board, and Bullying Prevention Commission.

 

V.                     FISCAL IMPACT

Funds for commission and board member compensation are included in the respective department accounts in the adopted FY 2016/17 budget.
