SUBJECT:

Title

CONSIDER AUTHORIZING THE DISPOSAL OF NONOPERATIONAL CITY BUSES  (CITY COUNCIL)

Body

I.                     SUMMARY

Managed by the Transportation Services Division (TSD), a small fleet of buses is used to operate the fixed-route bus system known as the Carson Circuit, the North/South Shuttle, and for city programs. Staff has determined that due to extensive wear and the high cost to repair that seven buses are no longer operational. These buses were previously used on the Carson Circuit and for other transportation programs. Both the Purchasing Manager and the Interim Director of Community Services physically inspected and determined that these buses are beyond their useful life and eligible for disposal. The City Council is asked to authorize the disposal of these non-operational buses.

II.                     RECOMMENDATION

Recommendation

APPROVE the disposal of seven City-owned buses that have exceeded their useful life.

Body

III.                     ALTERNATIVES

TAKE another action the City Council deems appropriate.

IV.                     BACKGROUND

TSD offers several transportation opportunities for the residents of Carson.  Among the Division’s many programs is the City’s fixed-route bus system known as the Carson Circuit. The circuit is comprised of eight lines serving major city destinations and feeds into regional transit lines.  The system operates Monday through Saturday, from 5:20 a.m.to 6:40 p.m.  All routes begin and end at the SouthBay Pavilion Mall.  In addition, the Division operates the North/South Shuttle, which commences and terminates at the Harbor Gateway Transit Center (formerly known as Artesia Transit Center) located on 182nd Street/Albertoni. The Shuttle runs two loops in the morning and a single loop in the afternoon. TSD also provides transportation to various City programs, such as senior and recreational excursions, and Summer Day Camp.

Due to the extensive wear, cost for repair and the excessive mileage of each vehicle (Exhibit No. 1), both the Purchasing Manager and the Interim Director of Community Services concluded that the buses were beyond their useful life and determined to be recommended for disposal. The City Council is asked to authorize the disposal of seven buses.  Should the Council approve this recommendation, the City will advertise for sealed bids. If acceptable bids are received then the bus will be sold to the highest bidder. Any buses that are not sold in this manner will be turned over for auction.

It should be noted that four buses were purchased with Federal funds and therefore require Federal Transit Administration (FTA) approval in order for the City to proceed with their disposal. In general, FTA requires buses purchased with federal funds to meet certain conditions prior to any change in ownership. Once staff is comfortable that all the conditions have been met, the disposal process will begin. Staff has begun the process to seek authorization for disposal of these buses.

V.                     FISCAL IMPACT

Any revenue collected from the sale of these buses will be deposited into the appropriate Proposition A revenue account.
