CONSIDER RESOLUTION NO. 16-050 TO PARTNER WITH THE COUNTY OF LOS ANGELES TO COMBAT HOMELESSNESS (CITY COUNCIL)

Body
I. SUMMARY

Attached for the City Council's consideration is Resolution No. 16-050, which supports the national and local efforts to prevent chronic homelessness (Exhibit No. 1). In addition, the resolution represents a commitment by the City to partner with the County of Los Angeles to provide supportive services to address homelessness.

II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. WAIVE further reading and ADOPT Resolution No. 16-050, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA TO PARTNER WITH THE COUNTY OF LOS ANGELES TO COMBAT HOMELESSNESS
2. DIRECT staff to work with the County of Los Angeles to identify and access resources to provide resources, supportive services and housing to address the chronically homeless population in the City of Carson.

IV. BACKGROUND

As a part of the City of Carson's overall housing obligation, the City is charged with providing access to housing for all income levels, which includes the homeless. The City's homeless population is 192 and increasing. The City participates in the Los Angeles County Homeless Count annually and recently completed the Homeless Count for 2016 which showed continued increase in the City's homeless population. The County of Los Angeles' (County) Homeless Initiative identified 47 strategies to combat homelessness, with many of them providing Cities access to County resources, such as mental health services, outreach workers and supportive housing.
