CONSIDER ACCEPTING THE MOBILE SOURCE AIR POLLUTION REDUCTION REVIEW COMMITTEE (MSRC) CLEAN TRANSPORTATION FUNDING GRANT (CITY COUNCIL)

I. SUMMARY

The City of Carson applied for and was awarded a $60,000.00 Mobile Source Air Pollution Reduction Review Committee (MSRC) Clean Transportation Funding grant. Administered by the South Coast Air Quality Management District (SCAQMD)/MSRC, the purpose of the grant is to co-fund clean air projects implemented by cities and counties. The funds will be evenly split to match the City's contribution toward the purchase of two (2) heavy-duty Natural Gas buses utilized by the Carson Circuit. Tonight, the City Council is asked to accept this grant.

II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. ACCEPT the $60,000.00 grant from Mobile Source Air Pollution Reduction Review Committee (MSRC) for the purchase of two (2) heavy duty Natural Gas buses utilized by the Carson Circuit.
2. ADOPT Resolution No. 16-070, A RESOLUTION OF THE CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 2015-16 BUDGET IN THE AIR QUALITY FUND, to increase both the budgeted revenue and expenditure by $60,000.

IV. BACKGROUND

In September 1990, California AB 2766 authorized a $4 per vehicle surcharge on annual registration fees to fund programs that reduce air pollution from motor vehicles pursuant to air quality plans and provisions in the California Clean Air Act. To determine which projects should be funded, AB 2766 called for the creation of the Mobile Source Air Pollution Reduction Review Committee (MSRC), which would develop a Work Program for evaluating programs, evaluate said programs, and make a final recommendation to the SCAQMD Governing Board as to which programs and/or projects would be funded.
