CONSIDER APPROVAL OF AMENDMENT NO. 5 FOR THE GOFORTH & MARTI CONTRACT (CITY COUNCIL)

I. SUMMARY
The City Clerk's Office is in need of a new counter to provide added security and eliminate the ability for the public to have easy access over the counter. Additionally, a more secure door will be installed to minimize the public gaining access to the staff. The new counter is taller in height and does not have any low points, which the current counter does.
II. RECOMMENDATION
Recommendation
1. APPROVE Amendment No. 5 to the contract between the City and Goforth & Marti originally entered upon by the two parties on October 4, 2022.
2. AUTHORIZE the Mayor to execute Amendment No. 5 to the contract following approval as to the form by the City Attorney.

IV. BACKGROUND
The purpose for this installation is one hundred percent due to safety concerns and a need to improve security in the City Clerk's Office. Previous incidents have left the City Clerk and the staff in vulnerable positions where safety and security were compromised leaving many concerns and a need to correct and address the matter.
City Council is being asked to approve Amendment No. 5 in spite of the small amount of $12,799.24 because under the Purchasing Ordinance, all contract amendments for additional monies where the original contract was approved by Council must either be approved by Council or the Contract Officer, provided the contract authorizes the Contract Officer to approve amendments; this particular contract does not provide any such Contract Officer authorization.
V. FISCAL IMPACT
The amount of the new counter is $12,799.24. This full amount will be absorbed by the City Clerk's Office's current budget for fiscal year 2024/2025. No additional funds from outside the department's budget will be needed.
