CONSIDER APPROVING THE PURCHASE OF TRASH RECEPTACLES FROM TOLAR MANUFACTURING COMPANY, INC. AT A DO-NOT-EXCEED TOTAL COST OF $75,577.95 (CITY COUNCIL)

I. SUMMARY
The City provides fixed-route bus service through Long Beach Transit and the Carson Circuit. As part of these services, the City also maintains bus stops along each route. Due to their constant exposure to outdoor elements, the City's bust stop trash receptacles have aged considerably, with visible signs of wear and tear. Additionally, the lack of a lockable lid cover can lead to undesirable spillage of excess trash.
On March 10, 2022, staff issued an Invitation for Bids (IFB) for the purchase of 90 trash receptacles. Responses to the solicitation were submitted by the following:
Busch Systems International, Inc.
$ 49,634.10
Tolar Manufacturing Company, Inc.
$ 71,979.30
Avalon Amenities, Inc.
$143,578.80
Tolar Manufacturing Company, Inc. (Tolar) was selected as the lowest responsive and responsible bidder, with a total bid amount of $71,979.30 (Exhibit No. 1; IFB 22-12 bids). Although Busch Systems International, Inc. came in lower than Tolar, the vendor proposed a model with specifications that did not align with those prescribed in the solicitation (e.g. lack of lockable hinged cover, steel-body with powder-coated finished, pedestal mount, and more).
For any unforeseen expenditures, an additional appropriation of $3,598.97 (5%) is requested as contingency. Staff is requesting the City Council award a purchase order to Tolar at a do-not-exceed cost of $75,578.27.

Recommendation
AWARD and APPROVE a purchase order agreement with Tolar Manufacturing Company, Inc. for 90 trash receptacles at a do-not-exceed cost of $75,578.27.
