I. SUMMARY

The City of Carson (City) is planning to undertake Project No. 675, Sepulveda Boulevard Widening from Alameda Street to the East City Limit (Exhibit No. 1).
The project involves the widening and improvement of the roadway and bridge along Sepulveda Boulevard to provide three lanes of traffic in both directions, construction of new sidewalk, relocation of existing electrical poles, and the modification of the existing traffic signal.
Grant funds were awarded to the City to cover 85% of the estimated cost of this project from Los Angeles County Metropolitan Transportation Authority (LACMTA) Measure "M" funds in the amount of $6,019,999.00 in accordance with the terms of a Funding Agreement (Exhibit No. 2). The City will be responsible for funding the remaining 15% of the costs in the amount of $1,072,000.00. Staff is proposing the use of the Coop Agreement Bond Proceeds (former RDA bonds) as the funding source for the local match. These costs will be spread out over a three-year period for a total project cost of $7,091,999.00.

II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. APPROVE the Funding Agreement with Los Angeles County Metropolitan Transportation Authority granting $6,019,999.00 to the City of Carson to cover the 85% of the estimated project cost.
2. AUTHORIZE the Mayor to execute the Funding Agreement following approval as to form by the City Attorney.
3. APPROPRIATE funds in the amount of $1,072,000.00 to Account No. 284-80...
