CONSIDERATION OF APPROVAL TO INITIATE A HOMELESS EMPLOYMENT INITIATIVE PROGRAM (CITY COUNCIL)

I. SUMMARY
At the request of Councilman Cedric L. Hicks, Sr., is requesting to research the possibilities of a Homeless Employment Initiative Program, in collaboration with the SouthBay Work Investment Board. The SouthBay Work Investment Board is considering a pilot program that would provide the funding to employ those who are experiencing homelessness. Should the SouthBay Work Investment Board begin this pilot program, the City of Carson would like to be a partner if there are not any legal issues that would prevent the City from participating.
II. RECOMMENDATION
Recommendation
AUTHORIZE the Mayor and City Council to give staff direction to look further into the opportunity of a Homeless Employment Initiative Program in collaboration with the SouthBay Work Investment Board.

IV. BACKGROUND
Due to the overwhelming number of growing individuals experiencing homelessness, the City of Carson is considering the possibility of collaborating with the SouthBay Work Investment Board (SBWIB) by providing employment for those experiencing homelessness.
This Homeless Employment Initiative Program aims to provide those experiencing homelessness the opportunity to be employed with funding being allocated by federal government assistance. Currently, the City Attorney's Office (Aleshire & Wynder) is reviewing the possibilities of collaboration ensuring all aspects are legal. Staff would bring back recommendations for the Mayor and City Council to consider and approve based on the research and collaboration its legal team and the SBWIB.

No fiscal impact as the purpose of this item is to introduce the concept.
