CONSIDER APROVAL OF A REIMBURSEMENT AGREEMENT BETWEEN THE CITY OF CARSON AND METROPOLITAN WATER DISTRICT OF SOUTHERN CALIFORNIA FOR INSPECTION SERVICES ASSOCIATED WTIH THE REHABILITATION OF ITS SECOND LOWER FEEDER FACILITIES AND AUTHORIZE THE MAYOR TO EXECUTE THE AGREEMENT (CITY COUNCIL)

I. SUMMARY

One of the major pipelines in the Metropolitan Water District of Southern California (MWD) system is the Second Lower Feeder. This 39 mile pipeline of pre-stressed concrete cylinder pipe (PCCP) was constructed in 1967 and delivers treated water from Yorba Linda to the Palos Verdes Reservoir. A total of 3.25 miles of the pipeline runs through the City of Carson. In January 2019 MWD first notified the City that it was planning to reline the existing 78-inch diameter pipe that runs along 220th Street from Figueroa Street to the 405 Freeway, and along Carson Street from Acarus Avenue to Bataan Avenue. To ensure the June 30, 2020 deadline can be met, MWD will provide funding to secure external inspection services.

II. RECOMMENDATION
Recommendation

TAKE the following action:

1. APPROVE the Reimbursement Agreement between the City of Carson and Metropolitan Water District of Southern California for inspection services associated with the second lower feeder project, following approval as to form by the City Attorney; and any required Meet & Confer.
2. AUTHORIZE the Mayor to execute the Reimbursement Agreement between the City of Carson and Metropolitan Water District of Southern California
