CONSIDER AWARDING A FIVE-YEAR CONTRACT TO JOHNSON CONTROLS TO INSTALL AND PROVIDE CITYWIDE VIDEO SURVEILLANCE AND ACCESS CONTROL SYSTEMS INCLUDING MONITORING AND MAINTENANCE OF ALL CITY FACILITIES AND PARKS AND APPROVAL OF RESOLUTION NO. 23-043, "A RESOLUTION OF THE CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 2022-23 PUBLIC SAFETY DEPARTMENT BUDGET, FOR THE INSTALLATION, MAINTENANCE AND MONITORING OF THE CITYWIDE VIDEO SURVEILLANCE AND ACCESS CONTROL SYSTEMS"

I. SUMMARY
In November 2022, a Request for Proposal (RFP) notice was published to solicit qualified firms to install and provide citywide video surveillance and access control systems including monitoring and maintenance of all City facilities and parks. On January 9, 2023, a total of two firms responded and submitted their proposals. After detailed review and evaluation of the proposals, staff concluded that Johnson Controls, Inc. is the lowest responsible and responsive bidder. Staff is seeking the City Council's approval to award a five-year contract to Johnson Controls, to install complete video surveillance and access control systems for a five year period, at a cost not to exceed $5,165,644.08.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. AWARD a five-year contract to Johnson Controls, Inc., to install complete video surveillance and access control systems, conditioned upon no bid protest being filed pursuant to the City's Purchasing Ordinance that results in any change to City's ability to award the contract to Johnson Controls, Inc.
2. AUTHORIZE the Mayor to execute contract with Johnson Controls, Inc., following approval as to form by the City Attorney.
3. AUTHORIZE the expenditure of construction contingencies in the amount of $774,846.61 (15%) for any unforeseen construction work and other work that may be necessary to complete this project.
