CONSIDER A REPORT OF ALL CITY CONTRACTS APPROVED UNDER CITY MANAGER OR DESIGNEE AUTHORITY FOR THE PERIOD MAY 1, 2024 THROUGH MAY 31, 2024 PURSUANT TO CMC SECTION 2607 (CITY COUNCIL)

I. SUMMARY

On January 9, 2024 (Item No. 27), Council approved the final reading of Ordinance No. 23-2309 amending various section amending various sections of Chapter 6 (Purchasing System) of Article II (Administration) of the Carson Municipal Code. Section 2607 requires that all City Contracts approved under City Manager or Designee (Section 2605) authority be presented to Council monthly. Staff are presenting to Council a report for contracts authorized by the City Manager or Designee for the period May 1, 2024 through May 31, 2024.

IV. BACKGROUND


The City of Carson ("City") became a charter city as of November 6, 2018. All charter cities have the right to adopt and enforce ordinances, regulations and laws regarding municipal affairs, subject only to conflicting provisions in the federal and state Constitutions and to preemptive state law (California Constitution, Article XI, Section 5; Domar Elec. Inc. v. City of Los Angeles, 9 Cal.4th 161 (1994)).

On February 8, 2024, the Ordinance No. 23-209 went into effect following the applicable readings and protest period. As a result, one of the changes made to CMC Chapter 6 was the requirement to report all City Contracts entered into by authorization of the City Manager, or Designee, on a monthly basis to the Council.

Attached as Exhibit 1 is the Contract Report for City Manager or Designee Authority executed between May 1, 2024 through May 31, 2024.
