CONSIDERATION OF RESOLUTION NO. 24-061, TO CREATE PREFERENTIAL PERMIT PARKING ZONE "H" ON THE NORTH SIDE OF SHADWELL STREET FROM FIGUEROA STREET TO CAROLDALE AVENUE AND PORTIONS OF CAROLDALE AVENUE, AND REGULATING PARKING WITHIN THE ZONE (CITY COUNCIL)

I. SUMMARY
On February 12, 2024, a preferential parking zone petition was received from a representative of the residential neighborhood located on Shadwell Street, between Figueroa Street and Caroldale Avenue (Exhibit 1, Location map and Exhibit 2, Aerial view of existing conditions).
Article III, Chapter 2.5 of the Carson Municipal Code (CMC) titled "Preferential Parking Zones" (Exhibit 3) states that the City of Carson has the authority to create permit parking zones if necessary to alleviate serious problems in certain residential areas of the city where the parking of vehicles on streets by nonresidents of the immediate area has resulted in neighborhood decline.
CMC Section 32502 sets out the procedure for preferential parking zone requests. The petition that was received by Public Works followed the procedure set out by CMC and meets the requirement for minimum number of signatures. A parking utilization survey was conducted on Saturday, March 9, 2024 and Tuesday, March 12, 2024. During the utilization study, approximately 81% of on-street spaces were occupied by a vehicle.
The Public Works Commission held a public hearing on May 13, 2024, and now the Commission is recommending approval of the permit parking zone on the north side of Shadwell Street between Figueroa Street and Caroldale Avenue and on the east side of Caroldale Avenue for the southernmost 100 feet of the 22400 block, to prohibit parking on all days between the hours of 4:00 p.m. and 8:00 a.m. unless a city-issued permit is displayed on the vehicle. Resolution 24-061 would establish the requested preferential parking zone (Exhibit No. 4).
