CONSIDERATION OF RESOLUTION NO. 24-040 APPROVING PROGRAM SUPPLEMENT AGREEMENT NO. A522 TO THE ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 07-5403S21 FOR STATE FUNDED PROJECTS FOR PROJECT NO. 1785 [FEDERAL NO. ATPLNI-5403(031)]: BICYCLE MASTER PLAN (CITY COUNCIL)

I. SUMMARY

The City of Carson was awarded a grant for Project No. 1785 - Bicycle Master Plan and has been authorized by the State to proceed with the project. The funding for this project is provided by the Active Transportation Program (ATP) State fund. According to the California Department of Transportation (Caltrans), adoption of a resolution by the City Council approving and authorizing the execution of the Program Supplement Agreement to the Administering Agency-State Master Agreement No. 07-5403S21 between the State and the City is required (Exhibit No. 1). Program Supplement Agreement No. A522 obligates up to $897,000.00 in ATP State funds for the preparation of the Bicycle Master Plan, with no local match required (Exhibit No. 2).

II. RECOMMENDATION
Recommendation

TAKE the following action:
WAIVE further reading and ADOPT Resolution No. 24-040, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, APPROVING PROGRAM SUPPLEMENT NO. A522 TO ADMINISTERING AGENCY-STATE AGREEMENT FOR STATE-FUNDED PROJECTS NO. 07-5403S21 FOR THE CONSTRUCTION - NON-INFRASTRUCTURE PHASE OF FEDERAL PROJECT NO. ATPLNI-5403(031): MASTER BICYCLE PLAN".

III. ALTERNATIVES

1. DO NOT ADOPT Resolution No. 24-040. However, if the City does not execute the Program Supplement Agreement, it would not be eligible to receive State funds for this project. No invoices for reimbursement can be submitted to Caltrans until the Program Supplement Agreement is fully executed.
2. TAKE another action the City Council deems appropriate.
