F022 TO THE ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 07-5403F15 FOR FEDERAL-AID PROJECTS FOR THE DESIGN PHASE OF PROJECT NO. 1452 [FEDERAL NO. HSIPL-5403(026)]: BIKE LANES PHASE II (CITY COUNCIL)

I. SUMMARY

The City of Carson was awarded a grant to design and install bike lanes on various streets throughout the City and has been authorized to proceed with the design work for Project No. 1452: Bike Lanes Phase II. This is a federally funded project to install bike lanes on University Drive, Avalon Boulevard, Central Avenue, Del Amo Boulevard, and 223rd Street.
The funding for this project is provided by the Highway Safety Improvement Program Local (HSIPL) federal fund. According to the Federal Highway Administration (FHWA) and the California Department of Transportation (Caltrans), adoption of a resolution by the City Council authorizing the execution of the Program Supplement Agreement to the Administering Agency-State Master Agreement No. 07-5403F15 between the state and the City is required (Exhibit No. 1).
Program Supplement Agreement No. F022 obligates up to $134,400.00 in HSIPL federal funds for the design phase of this project (Exhibit No. 2).

II. RECOMMENDATION
Recommendation

WAIVE further reading and ADOPT Resolution No. 17-039, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE EXECUTION OF PROGRAM SUPPLEMENT AGREEMENT NO. F022 TO ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 07-5403F15 FOR FEDERAL-AID PROJECTS FOR THE DESIGN PHASE OF PROJECT NO. 1452 [FEDERAL NO. HSIPL-5403(026)]: BIKE LANES PHASE II."

III. ALTERNATIVES

1. DO NOT ADOPT Resolution No. 17-039. However, if the City does not execute the program supplement agreement, it would not be eligible to receive federal and state funds for this project. No invoices for reimbursement can be submitted to the state until the program supplement agreement is fully executed.
2. TAKE another action the City Council deems appropriate.

IV. BACKGROUND

Project No. 1452: Bike Lanes Phase II is a project that will provide new bike lanes on five major streets in Carson. The project is funded by a federal grant that is administered by Caltrans, and includes the following roadways:
* University Drive from Avalon Boulevard to Wilmington Avenue.
* Avalon Boulevard from Victoria Street to the south city boundary.
* Central Avenue from the north city boundary to Del Amo Boulevard.
* Del Amo Boulevard from the east city boundary to the west city boundary.
* 223rd Street from the east city boundary to Lucerne Street.
Carson administers federally funded projects under the auspices of an Administering Agency-State Master Agreement between the City of Carson and the State of California. An updated version of this agreement (Master Agreement No. 07-5403F15) was approved by the City Council on March 21, 2017.
In order to be eligible for reimbursement, each individual project that is federally funded must have a Program Supplement Agreement that is executed by adopting a resolution. The resolution under consideration would obligate the expenditure of up to $134,400.00 for the design of the Bike Lanes Phase II project, which would be reimbursed through the HSIPL grant.

V. FISCAL IMPACT

The Program Supplemental Agreement under consideration will provide the opportunity for the City of Carson to be reimbursed for an amount not-to-exceed $134,400.00 from the HSIPL grant for the design phase of the Bike Lanes Phase II project. There would, therefore, be no impact on the City's general fund.
