CONSIDER INTRODUCTION OF ORDINANCE NO. 24-2402, "AN ORDINANCE OF THE CITY OF CARSON CITY COUNCIL AMENDING THE CITY OF CARSON MUNICIPAL CODE BY MODIFYING ARTICLE III ADOPTING BY REFERENCE THE 2023 LOS ANGELES COUNTY FIRE CODE (TITLE 32) AND ARTICLE VIII ADOPTING BY REFERENCE THE 2023 LOS ANGELES COUNTY BUILDING CODE (TITLE 26), ELECTRICAL CODE (TITLE 27), PLUMBING CODE (TITLE 28), MECHANICAL CODE (TITLE 29), RESIDENTIAL CODE (TITLE 30), EXISTING BUILDING CODE (TITLE 33), WITH CERTAIN AMENDMENTS, ADDITIONS AND DELETIONS THERETO" (CITY COUNCIL)

I.                     SUMMARY

The purpose of this ordinance is to amend the City of Carson Municipal Code by adopting by reference, and amending where necessary, that certain ordinances of the County of Los Angeles Codes, Building, Electrical, Plumbing, Mechanical, Residential, Existing Building, which adopt by reference California Code California Building, Electrical, Mechanical, Plumbing, Residential, and existing Building Codes and which make amendments, additions, and deletions thereto.  Therefore, the City of Carson Municipal Code is hereby amended by repealing the old and replacing with the new:

 

1.                     Article III Chapter 1 Fire Prevention Code Section 3100;

2.                     Article VIII Chapter 1 Building Code;

3.                     Article VIII Chapter 2 Electrical Code;

4.                     Article VIII Chapter 3 Plumbing Code; and

5.                     Article VIII Chapter 4 Mechanical Code.

 

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     WAIVE further reading and introduce for first reading Ordinance No. 24-2402, entitled “AN ORDINANCE OF THE CITY OF CARSON CITY COUNCIL AMENDING THE CITY OF CARSON MUNICIPAL CODE BY MODIFYING ARTICLE III ADOPTING BY REFERENCE THE 2023 LOS ANGELES COUNTY FIRE CODE (TITLE 32) AND ARTICLE VIII ADOPTING BY REFERENCE THE 2023 LOS ANGELES COUNTY BUILDING CODE (TITLE 26), ELECTRICAL CODE (TITLE 27), PLUMBING CODE (TITLE 28), MECHANICAL CODE (TITLE 29), RESIDENTIAL CODE (TITLE 30), EXISTING BUILDING CODE (TITLE 33), WITH CERTAIN AMENDMENTS, ADDITIONS AND DELETIONS THERETO”; AND

2.                     DIRECT staff to schedule a public hearing on February 20, 2024, to consider adoption and second reading of the Ordinance 24-2402.

III.                     ALTERNATIVES

TAKE another action the City Council deems appropriate.  In the event California Codes or Los Angeles Codes are not adopted, City will have to enforce California Codes as published.

IV.                     BACKGROUND

Historically, the City of Carson has adopted the Los Angeles County codes by reference. These codes contain essential amendments and additions to the State Building Codes. Included in these amendments are the important chapters for grading, seismic requirements and substandard properties. The State of California adopts and publishes State Building Codes and mandates they become effective throughout the State 180 days after publication.

On July 1, 2022, the California Building Standards Commission published Title 24 the “California Building Standards Code.”  These codes became effective January 1, 2023.

On October 18, 2022, the County of Los Angeles Board of Supervisors introduced an Ordinance adopting by reference the 2022 California Building, Residential, Existing Building, Electrical, Mechanical and Plumbing Codes with local amendments that created 2023 Los Angeles County Codes.  The Los Angeles County Board of Supervisors adopted the Ordinance on November 15, 2022. 

On January 31, 2023, the County of Los Angeles (County) Board of Supervisors adopted amendments to the Los Angeles County Code Title 32, also known as the Los Angeles County Fire Code (LACFC), which became effective on March 2, 2023.
