CONSIDER ADOPTING RESOLUTION NO. 20-179, AUTHORIZING THE SERVICES OF KEN PORTER AUCTIONS TO FACILITATE THE SURPLUS OF TWENTY- FIVE (25) CITY OWNED VEHICLES AND EQUIPMENT (CITY COUNCIL)

I.                     SUMMARY

Three inoperable city-owned vehicles, nine pieces of obsolete equipment and eleven pieces of inoperable handheld equipment are being recommended for City surplus due to their age or diminished need and to alleviate limited parking at the City’s new Corporate Yard. (Exhibit No. 1).

Prior to being inoperable, these vehicles and equipment were used primarily in Public Works’ day-to-day operations and have incurred heavy mileage/hours over the years and repetitive costly engine repairs. The City Council is asked to approve the surplus of the twenty-five (25) City-owned vehicles and pieces of equipment, and to authorize the services of Ken Porter Auctions to facilitate the vehicles’ sale.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1. APPROVE the surplus of twenty-five (25) City Vehicles and Equipment, Vehicle No. 1261, 1075, 1049, 1260, 992 and Equipment No. 717, 767, 790, 969, 1141, 1178, 1179, 1212, 1048, 1108, 1159, 1239, 1270, 1276, 1291, 1293, 1324, 1328, 1337, 802.

2. WAIVE further reading and ADOPT Resolution No.20 - 170, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE UTILIZATION OF KEN PORTER AUCTIONS TO FACILITATE THE SURPLUS OF TWENTY-FIVE (25) CITY VEHICLES AND EQUIPMENT”

III.                     ALTERNATIVES

1. TAKE another action the City Council deems appropriate and consistent with the requirements of the City’s Purchasing Ordinance.

IV.                     BACKGROUND

The Public Works Department is responsible for the maintenance and improvements of City facilities and infrastructure. Public Works provides the community of Carson with a sustainable, safe, clean, and healthy environment through efficient maintenance and management of municipal infrastructure. Public Works also provides the City with a wide variety of services including sidewalk repairs, storm drains, potholes, street markings, street signs, debris removal, tree trimming, park facility care and maintenance. To provide these services, vehicles and equipment are used frequently for the day-to-day operations of Public Works.

As a result of its heavy usage, the vehicles and equipment listed on Exhibit No.   1 have all reached the end of their effective service life and have either been replaced or determined to be obsolete or beyond cost-effective repair. Additionally, the vehicles and equipment will take up valuable space in the new corporate yard and will not be used in the foreseeable future. No outside agency funding was used for the purchase any of these vehicles or equipment.

The City Council is asked to review the procedure to surplus City vehicles and equipment (Exhibit No.2), authorize the surplus and approve the services of Ken Porter Auctions to facilitate their sale by adopting Resolution 20-179 (Exhibit No. 3)

V.                     FISCAL IMPACT

Should the City Council approve the recommendation, funds from the sales shall be deposited into the City’s Equipment Replacement Fund Account No. 638-99- 999-999-803. Should any of the vehicles or equipment not sell over two publicly-held auctions; the auctioneer will salvage the vehicles/equipment at no additional cost to the City.
