CONSIDER RESOLUTION NOS. 24-082, 24-083, AND 24-084 AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 71-111, BY ADOPTING THE CLASSIFICATION SPECIFICATIONS OF: DIRECTOR OF PUBLIC SAFETY, ENERGY AND SUSTAINABILITY OFFICER, AND BUDGET MANAGER. (CITY COUNCIL)

I.                     SUMMARY

The Segal Company, in collaboration with HR staff, conducted a review of the classification specifications for the positions of Innovation and Sustainability Manager, Senior Budget Analyst, and Emergency Services Manager. The review aimed to ensure that the roles accurately reflect the evolving responsibilities and organizational needs. Following the review, it was determined that new and more robust classifications should be adopted: Director of Public Safety, Energy and Sustainability Officer, and Budget Manager, respectively, to better align with current job functions and strategic priorities.

 

II.                     RECOMMENDATION

Recommendation

WAIVE further reading and ADOPT the following Resolutions:

1.                     Resolution No. 24-082, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING NEW JOB SPECIFICATION AND SALARY ALLOCATION FOR DIRECTOR OF PUBLIC SAFETY"

2.                     Resolution No. 24-083, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING NEW JOB SPECIFICATION AND SALARY ALLOCATION FOR ENERGY AND SUSTAINABILITY OFFICER"

IV.                     BACKGROUND

As part of the adopted budget and the Classification and Compensation Study Phase I, approved by City Council on August 6, 2024, Human Resources staff collaborated with the Segal Company to address the evolving needs of the City of Carson. This collaboration identified the necessity for three new classifications, each reflecting a significant increase in scope of duties, responsibilities, oversight, and budget management. The expansion of these roles is essential to effectively manage the growing demands placed on our departments, ensuring that we continue to provide high-quality services to our residents while maintaining efficient and responsive governance. These new positions will be instrumental in meeting the City’s strategic goals and sustaining our commitment to excellence in public service. The new job classifications being proposed to City Council for approval and adoption into the City’s Classification plan is as follows:

                     Director, Public Safety, Range 304 ($15,432.00 - $19,696.00 Monthly)

                     Energy and Sustainability Officer, Range 425 ($12,381.16 - $15,801.06 Monthly)

                     Budget Manager, Range 501 ($9,727.46 - $12,415.86 Monthly)

Furthermore, staff engaged in a meet and confer with AFSCME LOCAL 1017 on August 27, 2024, to discuss the reclassification of the Energy and Sustainability Manager to Sustainability Officer and its subsequent transfer to the UME unit. Additionally, on August 27, 2024, staff met with the Association of Management Employees (AME) to address the introduction of the new Budget Manager classification and the reclassification of the Emergency Services Manager to Director of Public Safety, with the role being moved to the UME unit. On August 26, 2024, staff provided notice to CPSA-SEIU 721, informing them of the utilization of the Budget Manager position. This will result in the temporary freezing of the vacant Sr. Budget Analyst position within the Finance Department, although the position will continue to exist within position control.

 

V.                     FISCAL IMPACT

There is no fiscal impact from the proposed amendments to the City classification plan, as all Phase I related personnel actions were already approved in the adopted Fiscal Year 2024-25 operating budget.
