CONSIDER A 5-YEAR SERVICE AGREEMENT BETWEEN THE CITY OF CARSON AND THE LOS ANGELES COUNTY DEPARTMENT OF ANIMAL CARE AND CONTROL (LADACC) (C19-104) FROM JULY 1, 2024 THROUGH JUNE 30, 2029, AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE SERVICE LEVEL AGREEMENT FOR FY 2024-25 (CITY COUNCIL)

I.                     SUMMARY

Since 1968, the Los Angeles County Department of Animal Care and Control (LADACC) has provided the City of Carson with animal control services. The most recent five-year service agreement was approved by City Council at the September 3, 2019 meeting (Exhibit No. 1.) That agreement expires on June 30, 2024.

Staff recommends that a new five-year service agreement with the Los Angeles County Department of Animal Care and Control (LADACC) be approved for the period of July 1, 2024 through June 30, 2029 (Exhibit No. 2), and authorize the City Manager to execute the FY 2024/25 Service Level Agreement for full-time services until the hiring and training of an in-house Animal Control Officer (ACO) is complete (Exhibit No. 3). The new five-year agreement will be renewable for successive periods not to exceed five (5) years each.

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     APPROVE the five-year service agreement with the Los Angeles County Department of Animal Care and Control (LADACC) to provide limited animal control services for the City of Carson, for the period of July 1, 2024 through June 30, 2029.

2.                     APPROVE the FY 24/25 Service Level Agreement with the Los Angeles County Department of Animal Care and Control (LADACC) for full-time services.

3.                     AUTHORIZE the City Manager to execute the five-year service agreement and the Service Level Agreement with Los Angeles County Department of Animal Care and Control(LADACC).

IV.                     BACKGROUND

The Los Angeles County Department of Animal Care and Control (LADACC) has provided the City of Carson with animal control services since 1968. These services include providing kennel and animal shelter services, shelter and treatment of all animals, reptiles and fowl delivered to the shelter from within the boundaries of the City, impounding stray dogs and cats, disposal of dead animals and enforcement of state statutes and municipal animal control ordinance.

V.                     FISCAL IMPACT

Funds for the animal control services are included in the proposed FY 2024/25 budget based on a part-time service level agreement, in the amount of $480,000, considering the division having a full-time in-house AOC to subsidize the cost.
