CONSIDER APPROVAL OF A CONTRACT SERVICES AGREEMENT WITH ALTA PLANNING + DESIGN, INC. TO PREPARE CARSON ACTIVE TRANSPORTATION AND COMMUNITY CONNECTIVITY PLAN (CATCP) FOR PROJECT NO. 1773: CARSON ACTIVE TRANSPORTATION AND COMMUNITY CONNECTIVITY PLAN (CITY COUNCIL)

I. SUMMARY
The City received a grant from Caltrans in the amount of $358,000 with a local match of $46,383, totaling $404,383, for the development of a Carson Active Transportation and Community Connectivity Plan (CAT-CP) which examines active transportation within the city and proposes projects to improve safety and connectivity.
Project No. 1773: (CAT-CP) was not included in the City’s 5-year Capital Improvement Program (CIP) list adopted in 2022 but is included in the 5-year FY23/24 CIP list. On June 7, 2022, Council approved Resolution No. 22-113, approving the Sustainable Communities Grant (State SB-1) Agreement between the State of California Department of Transportation (Caltrans) and the City of Carson for the CAT-CP and Plan Connectivity Grant Project. The project was advertised via RFP No. 23-006 from January 5, 2023, to February 9, 2023. Six conforming proposals were received, and Alta Planning + Design, Inc. was the top ranked firm. Staff is requesting approval of the Contract Services Agreement (Exhibit No. 1) for a not-to-exceed amount of $403,902.00.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. APPROVE a Contract Services Agreement with Alta Planning + Design, Inc. for Project No. 1773: Carson Active Transportation and Community Connectivity Plan (CATCP) for a not-to-exceed amount of $403,902.00.
2. AUTHORIZE the Mayor to execute a Contract Services Agreement following approval as to form by the City Attorney.

2. TAKE another action the City Council deems appropriate, consistent with the requirements of the law.
IV. BACKGROUND
On November 1, 2022, the City of Carson received the fully executed Sustainable Communities Grant (State-SB 1) Restricted Grant Agreement awarding $358,000 of Road Maintenance and Rehabilitation Account (RMRA) State-SB1 Grants Funds to the City of Carson through Caltrans to develop the Carson Active Transportation and Community Connectivity Plan (CATCP). This Restricted Grant Agreement requires the use of $46,383 in total local match funds.
This project will include transportation studies and planning work to develop the Carson Active Transportation and Community Connectivity Plan (CATCP) to bring safety and connectivity to the disadvantaged communities of Carson by addressing active transportation mobility gaps that negatively impact access to neighborhood schools, parks, hospitals, and retail centers, as well as regional transit centers, transit stops, and the California State University (CSU) Dominguez Hills.
The CATCP will analyze existing conditions within Carson that present community-wide challenges, seek input from the public and community stakeholders to fully understand existing and future transportation network needs, and recommend projects and programs strategic to creating a healthier and more vibrant Carson. The plan will be crafted to enable swift implementation in order to achieve citywide connectivity and pedestrian and bicycle facilities including safer routes to local schools, parks, transit, and more.
Staff solicited proposals via RFP No. 23-006 from qualified firms to provide the necessary professional engineering and planning services. Six firms submitted proposals which staff screened, reviewed, evaluated, and scored using the selection criteria described in the request for proposals.

Staff determined that Alta Planning + Design, Inc. was the most knowledgeable, qualified, competent, and responsive firm. Its proposed cost of $403,902 is fair and reasonable based on current market standards.
Alta Planning + Design, Inc. will have twenty months from the notice to proceed to complete the CATCP.

V. FISCAL IMPACT
Funding for this project will be included in the FY23/24 5-Year CIP in the amount of $358,000 from fund account 288 and $46,383 from account 101-99-999-904-8009 to cover the costs of the CAT-CP local match. Total project funding will be $405,000.00.
