CONSIDER ADOPTING RESOLUTION NO. 24-038 APPROVING THE PROJECT LIST FOR SB-1 (BEALL) "ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017" FOR FY 2024-25 (CITY COUNCIL)

I. SUMMARY
The California Transportation Commission (CTC) promulgates Annual Reporting Guidelines for local streets and roads funding under SB-1, the Road Repair and Accountability Act of 2017. These guidelines require that all cities and counties submit their FY 2024-25 SB-1 project lists to become eligible for Road Maintenance and Rehabilitation Account (RMRA) funds. To comply with this requirement, the City must adopt an SB-1 project list via resolution for FY 2024-25.

IV. BACKGROUND
On April 28, 2017, the Governor of California signed SB-1, which is known as the “Road Repair and Accountability Act of 2017.” SB-1 increases per-gallon excise taxes and vehicle registration fees and provides for inflationary adjustments to tax rates in future years in order to address basic road maintenance and rehabilitation on the state highway and the local streets and roads system.
SB-1 established new Road Maintenance and Rehabilitation Account (RMRA) funds which are allocated to the City every Fiscal Year. A percentage of this funding was apportioned by formula to eligible cities and counties pursuant to Streets & Highways Code Section 2032(h) for basic road maintenance and rehabilitation.
Prior to receiving an apportionment of RMRA funds from the California State Controller (CSC) in a given fiscal year, the City must submit to the CTC a list of proposed projects to be funded with RMRA funds pursuant to an adopted City budget. Although a ten-year SB-1 project list was previously established and approved by the City Council, in order to maintain eligibility for RMRA funding, the City is required to annually submit an adopted resolution approving the list of projects to be funded by SB-1 for the upcoming fiscal year.
Staff prepared the attached proposed Resolution using the standard format/language provided by CTC and is requesting that the City Council adopt the resolution in order to fully comply with the CTC’s requirements (Exhibit No. 2). The resolution lists one proposed project, which is for street rehabilitation and concrete improvements on Main Street from 228th to Lomita Boulevard. The resolution includes the project description and location, a proposed completion schedule, and the estimated useful life of the improvements, as required by the CTC. The projected RMRA funding for FY 2024-25 is $2,100,000.
V. FISCAL IMPACT
None. This is the eighth year of SB 1 implementation, and it is anticipated that the City will receive funding in the amount of $2,100,000.00 from RMRA for FY 2024-25 projects.
