DISCUSSION ON RECENT COMMUNITY SERVICES-RELATED CITY COUNCIL REPORTS

I. SUMMARY
At the February 21, 2023, City Council meeting, Community Services staff brought three (3) reports, and Public Works employees presented three (3) items for Council members to consider. They were related to approving a fee waiver for facility and staff fees for the Adult Real Run, salary compaction in Aquatics, authorizing the execution of the TAP agreement, and approving the selection of an architectural firm to develop the designs for pending renovations at three City facilities which include Carriage Crest Park, Foisia Park and Community Event Center. Staff will be providing a summary of each item, as well as the City Council’s direction regarding each matter. II. RECOMMENDATION

Six items were brought to the City Council’s attention at its February 21, 2023, meeting. The following is a brief summary of each report, and staff will detail the City Council’s direction at the meeting:
The Adult Real Run
The Real Run Enterprise Inc. is a co-sponsorship with the City of Carson to operate a summer adult basketball league for college and prospective National Basketball Association (NBA) players. The co-sponsorship included a request for 100% waiver of facility rental fees of $22,037 and staff hours of $2,826 for the use of the Veterans SportsComplex, for a total cost of $24,863. Additionally, the organization requested that the City provide Summer Youth Workers to assist with game operations at an estimated cost of $3,139 for the entire summer season. Therefore, the grand total is $28,002.
Salary Compaction in Aquatics
Given the lower starting salaries of Cashier Clerks, Lifeguards, Swim Instructors, and Senior Lifeguard Instructors in comparison to neighboring agencies, hiring and retaining Part-Time (PT) Aquatics staff has proven to be highly challenging. With increases in the minimum wage, this disparity is only growing. Staff proposed changes to the current salary scale that will allow Carson to readily compete and attract qualified candidates and retain current employees for a longer period of time.
TAP Agreement
In July 2022, the City of Carson was notified by the Los Angeles County Regional Park and Open Space District (RPOSD) that it was awarded $185,000 in Measure A Technical Assistance Program grant funds. These funds will be used to aid the City in developing new park concepts for the Measure A competitive grant categories. To access the money, the City Council was asked to approve the proposed Master Agreement.
Selection of an Architect for Renovations at Carriage Crest Park
The RFP was advertised on Planet Bids and three firms submitted their proposal by the due date of December 8, 2022. The proposals were reviewed by a panel of City staff independently and the scores were combined and placed on the ranking list for this project. The most qualified firm was determined to be RJM Design Group, Inc.
Selection of an Architect for Renovations at Foisia Park
The RFP was advertised on Planet Bids and three firms submitted their proposals by the due date of December 8, 2022. The proposals were reviewed by a panel of city staff independently and the scores were combined and placed on the ranking list for this project. The most qualified firm was determined to be ADL Planning Associates.
Selection of an Architect for Renovations at Carson Event Center
The RFP was advertised on Planet Bids and two firms submitted their proposals by the due date of December 1, 2022. The proposals were reviewed by a panel of City staff independently and the scores were combined and placed on the ranking list for this project. The most responsive qualified firm was determined to be ADL Planning, Inc.V. FISCAL IMPACT
There is some fiscal impact involved with several of the reports which include Architects for the three city facilities which are included in the attached staff reports to City Council.
