CONSIDER APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATES, AND AUTHORIZATION TO ADVERTISE FOR CONSTRUCTION BIDS FOR PROJECT NO. 1393-4: CITYWIDE ANNUAL OVERLAY PROGRAM AND PROJECT NO. 1411-4: CITYWIDE ANNUAL CONCRETE REPLACEMENT PROGRAM FOR MAIN STREET FROM CARSON STREET TO VICTORIA STREET (CITY COUNCIL)

I. SUMMARY
The Plans, Specifications, and Estimates (PS&E) for Project No. 1393-4: Citywide Annual Overlay Program and Project No. 1411-4: Citywide Annual Concrete Replacement Program for FY 2021/22 for Main Street from Carson Street to Victoria Street have been completed and are ready for construction bids (Exhibit No. 1). To maximize economies of scale, the two projects, asphalt street work and sidewalk concrete work, have been combined and the estimated construction cost totals $3,500,000.00.
It is requested that the City Council approve the PS&E for the combined projects and authorize staff to advertise for construction bids.

Recommendation
TAKE the following actions:
1. APPROVE the plans, specifications, and estimates, and order the work for Project No. 1393-4: Citywide Annual Overlay Program and Project No. 1411-4: Citywide Annual Concrete Replacement Program for FY 2021/22 for Main Street from Carson Street to Victoria Street.
2. AUTHORIZE staff to advertise the work and call for construction bids for Project No. 1393-4: Citywide Annual Overlay Program and Project No. 1411-4: Citywide Annual Concrete Replacement Program for FY 2021/22 for Main Street from Carson Street to Victoria Street.

IV. BACKGROUND
Each year the City performs pavement overlay and concrete replacement work and makes its best effort to implement the street repair and rehabilitation needed to maintain the integrity of the City’s infrastructure. Selection of street projects is based on the data contained in the City’s Pavement Management Program (PMP). Each street segment in the PMP is assigned a corresponding Pavement Condition Index (PCI) that indicates the treatment needed to maintain structural integrity.
For FY 21/22, the City has budgeted approximately $2.95M for pavement overlay and $500,000 for concrete reconstruction of City streets as listed in the City’s Capital Improvement Program (CIP). Major streets in need of immediate attention based on the City’s PMP are given a higher priority and staff makes its best effort to implement the maximum street improvements within the allocated budget
The following is a list of on-going projects and completed projects in prior years: (Exhibit No. 2):
1. Project Nos 1393-3 & 1411-3: Victoria Street from Figueroa Street to Avalon Blvd. and the adjacent zone. This project is on-going with a construction cost of $1,440,375.00.
2. Project Nos 1393-2 & 1411-2: Sepulveda Boulevard from Figueroa St. to Main Street, which was accepted as complete on July 20, 2021, with a final construction cost of $534,526.55.
For the current FY 2021/22, Project No. 1393-4: Citywide Annual Overlay Program and 1411-4 are listed in the City’s Capital Improvement Program. This project will improve Main Street from Carson Street to Victoria Street. It consists of grinding two inches of existing asphalt pavement surface, removal and reconstruction of the deteriorated roadway section, laying-down of an AC leveling course and asphalt rubberized hot mix (ARHM), installation of pavement markings, re-striping with bike lanes, restoration of concrete improvements (which is primarily sidewalks) to City standards, and other related work.
The plans and specifications for these FY 2021/22 projects have been completed and are now ready to be advertised for construction bids. These projects are combined to maximize economies of scale while addressing sub-standard elements, improve streets and sidewalks, maintenance issues, and ADA compliance. These projects were selected based on the 2017 Pavement Management Program (PMP), the 2017 Sidewalk Assessment Report (SAR), and the allocated budget. The PS&E were prepared by the Engineering Services Division staff, and the approximate timeline for the combined projects is as follows:

V. FISCAL IMPACT
No funding is being requested as part of this staff report. Staff is merely asking for approval of the PS&E and authorization to advertise the work for construction bid. The preliminary estimated construction cost of the project is $3,500,000.00 and it is anticipated that Measure R funding will be used to cover the construction cost of this project.
