CONSIDER ALLOCATING FUNDS FOR FISCAL YEAR 2022-23 FROM THE CARSON HOUSING AUTHORITY FOR HOMELESS PREVENTION AND RAPID RE-HOUSING.

I. SUMMARY
Just as in the prior fiscal year, the Carson Housing Authority authorized funding allocation in the FY 2022-2023 budget for homeless prevention and rapid rehousing (Exhibit No. 1) as allowed under state law. The funds were to be utilized to provide temporary housing and other related services/uses allowed by State Law for Carson residents and homeless individuals in the city. These funds can only be used for individuals that meet the state law requirements. Staff is recommending allocating funding of $100,000 from this budget line item for temporary housing for the homeless and to prevent homelessness.
II. RECOMMENDATION
Recommendation
1. ALLOCATE $100,000 from the FY 2022-23 Housing Authority budget for homeless prevention and rapid rehousing for Carson’s homeless population.
2. AUTHORIZE the City Manager to approve staff to direct funds to appropriate homelessness prevention activities as needed.

IV. BACKGROUND
The following code section allows cities to use up to $250,000 of their Housing Authority funds per fiscal year for homeless prevention and rapid re-housing services for individuals and families who are homeless or would be homeless unless they receive this assistance.
34176.1(a) - (2) Notwithstanding Section 33334.2, if the housing successor has fulfilled all obligations pursuant to Sections 33413 and 33418, the housing successor may expend up to two hundred fifty thousand dollar ($250,000), per fiscal year for homeless prevention and rapid rehousing services for individuals and families who are homeless or would be homeless but for this assistance, including the provision of short-term or medium term rental assistance, housing relocation and stabilization services including housing search, mediation, or outreach to property owners, security or utility payments, rental assistance for a final month at a location, moving cost assistance, and case management, or other appropriate related activities for homelessness prevention and rapid rehousing of person who’ve become homeless.
As of October of 2022, the City has now formed a Homeless team consisting of two Public Safety engagement officers and Housing/Homeless Coordinator under the supervision of Public Safety and Housing Departments to manage the City’s homeless population. These funds will help to assist with housing individuals in need of temporary housing as needed and help get the City of Carson’s homeless population off the streets and keep our communities clean from debris and around the city. V. FISCAL IMPACT
Funds in the amount of $100,000 to be appropriated from the city’s Housing Authority 2022-23 budget from account number 255-70-720-964-6004.
