CONSIDER APPROVING RESOLUTION NO. 19-048, APPROVING FUNDS FOR THE PURCHASE OF SIGNAGE AND PLAQUES, AND HOLDING A DEDICATION CEREMONY FOR THE NEW FOISIA PARK (CITY COUNCIL)

I. SUMMARY
At the December 4, 2018 City Council meeting, the City Council approved renaming General Scott Park to James M. Foisia Park. Following this action, staff was directed to determine the cost for replacing signage and plaques at the park, pool and right-of-way, as well as a dedication ceremony. Based on estimates received from Public Works and calculated by Community Services, $21,000.00 will be needed. Staff is requesting approval of Resolution No. 19-048 that would formally authorize the appropriation of these funds (Exhibit No. 1).
II. RECOMMENDATION
Recommendation
TAKE the following actions.
1. WAIVE further reading and ADOPT Resolution No. 19-048, “A RESOLUTION OF THE CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 2018/19 ADOPTED BUDGET TO ALLOCATE FUNDS IN THE AMOUNT OF $21,000.00 FOR SIGNAGE, PLAQUES AND HOLDING A DEDICATION CEREMONY FOR THE NEW FOISIA PARK.”

IV. BACKGROUND
At the October 16, 2018, City Council meeting considered a request to rename General Scott Park to Foisia Park in honor of James M. Foisia. The City Council directed the Parks and Recreation Commission to hold two (2) meetings to gauge public sentiment on this proposal. As a result of strong community support, the Parks and Recreation Commission recommended renaming General Scott Park to James M. Foisia Park. The City Council approved the Commission’s recommendation at the December 4, 2018 meeting. Staff was then directed to prepare an estimate of the total cost of replacing signage, plaques, and hold a dedication ceremony.
Staff contacted several sign vendors and received an estimate for the front monument on Catskill Avenue, a wall sign on Ravenna Avenue, eight (8) directional street signs and a sign at the pool. The cost of these items is approximately $8,000.00 (Exhibit No. 2). The estimated cost to replace the bronze plaques at the park and pool is $8,000.00 (Exhibit 3). Staff has calculated that a dedication ceremony will cost approximately $5,000.00. This amount is inclusive of staff time, food and entertainment. Thus, the total amount requested is $21,000.00
Staff is requesting that the City Council approve Resolution No. 19-048 that formally appropriates the needed funds to move forward with this endeavor.
V. FISCAL IMPACT
Should the Council approve this request, $21,000.00 will be appropriated from the Undesignated General Fund Balance to the James M. Foisia Park Account No. 101-90-950-150-6009.
