CONSIDERATION TO APPROVE THE SERVICE LEVEL AGREEMENT FOR FY 2023- 24 AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE SERVICE LEVEL AGREEMENT WITH THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT (CITY COUNCIL)

I. SUMMARY
The City of Carson’s current contract with the Los Angeles County Sheriff’s Department (LASD) was approved on June 18, 2019 with a five year term. The City and LASD have a positive working relationship and LASD provides outstanding service to the community. The City Council is requested to authorize the City Manager to execute the Service Level Agreement for FY 2023-24.
II. RECOMMENDATION
Recommendation
1. AUTHORIZE the City Manager to execute the Los Angeles County Sheriff's Department Service Level Agreement for FY 2023-24.

IV. BACKGROUND
The City of Carson has contracted with the Los Angeles County Sheriff’s Department to provide law enforcement services since the City’s inception in 1968. In the 54 years since, the City has maintained a very positive working relationship with the LASD. Moreover, the Sheriff’s department has provided excellent service during this time.
On June 18, 2019, the City Council approved a five-year contract renewal agreement with the Los Angeles Sheriff’s Department for the period of July 1, 2019 through June 30, 2024. The billing rates of the Contract City Law Enforcement Services is adjusted by the County Auditor-Controller annually effective July 1 of each year to reflect the cost of such service in accordance with the policies and procedures for the determination of such rates as adopted by the County Board of Supervisors.
The billing rate for FY 2023-24 increased by 8.48% resulting in a total annual contract cost amount of $24,624,189.80. The Service Level Agreement for FY 2023-24 contains the same number of personnel as the prior year. The increase is due mainly to increase in billing rates and overhead costs.
V. FISCAL IMPACT
Funding for the Sheriff’s contract has been included in the proposed FY2023-24 annual budget at a cost of $24,624,189.80
