CONSIDER APPROVING A MEMORANDUM OF UNDERSTANDING (MOU) WITH US HEALTH FAIRS TO PROVIDE COVID-19 VACCINE AND BOOSTER SERVICES TO THE CITY OF CARSON AND CONSIDER ADOPTING RESOLUTION 22-037 OF THE CITY OF CARSON, CALIFORNIA AMENDING THE FISCAL YEAR 2021-2022 GENERAL FUND BUDGET (CITY COUNCIL).

I.                     SUMMARY

On March 17, 2020, The City Council declared a local state of emergency related to the Covid-19 pandemic.  As part of the City’s Disaster Council’s response to the pandemic, the City entered into a contract with US Health Fairs.Org to provide vaccination and booster services to residents and employees on an ongoing basis. This action was taken due to variants, recent surges, and concerns that Carson ‘s population was still vulnerable to the virus.  Both the City and the firm wish to formalize the selection of US Health Fairs.Org for the performance of this service as well as to cover expenses previously incurred through the approval of a Memorandum of Understanding (Exhibit No. 1).

II.                     RECOMMENDATION

Recommendation

APPROVE a Memorandum of Understanding (MOU) between the City of Carson and US Health Fairs.Org to provide Covid-19 vaccine and booster services to residents and employees.

TAKE another action the City Council deems appropriate.

IV.                     BACKGROUND

On March 17, 2020, the City Council declared a local state of emergency related to the Covid-19 pandemic.  This declaration led to the implementation of many programs intended to respond to the needs of the community.  Due to variants and recent surges in cases, and an awareness that Carson’s diverse population is still vulnerable to the virus, the City desired to make vaccines and boosters more readily available to residents and employees. To this end, the Disaster Council entered into an agreement with US Health Fairs.Org to provide this service on an ongoing basis.  This action was taken through authority granted in City Council Resolution N0. 20-063, that permitted the Disaster Council to enter into contracts to procure services needed in response to and mitigate the effects of the Covid-19 pandemic. 

Both the City and US Health Fairs.Org wish to formalize this selection, as well as pay expenses previously incurred for providing this service.

V.                     FISCAL IMPACT

Funds for the Memorandum of Understanding (MOU) WILL BE TRANSFERRED FROM THE City Manager’s Office as described in resolution no. 22-037.
