CONSIDER ADOPTING RESOLUTION NO. 23-097 TO ACCEPT A $57,000 GRANT FROM THE SOUTH BAY CENTER FOR COUNSELING (SBCC), AND APPROVING AMENDMENT NO. 1 TO THE 2022 SUBCONTRACT TO EXTEND THE PREVENTION AND AFTERCARE PROGRAM FOR THE 2023-24 FISCAL YEAR (CITY COUNCIL)

I.                     SUMMARY

Since 2015, the City of Carson has been awarded grants from the South Bay Center for Counseling (SBCC) in support of the Prevention and Aftercare Program. The endeavor is designed to strengthen family resilience and nurture the development of healthy behaviors. SBCC recently notified the City that it will be receiving $57,000 in grant funding to provide continued services for the period of July 1, 2023, through June 30, 2024.

To formally accept the money and continue the program’s activities and services, staff is requesting that the City Council adopt Resolution No. 23-097, (Exhibit No. 1), which would accept and appropriate the funds to the appropriate accounts. Additionally, the City Council is asked to approve Amendment No. 1 (Exhibit No. 3) to the 2022 subcontract between the City and SBCC (Exhibit No. 2), which would extend the subcontract term through June 30, 2024.   Please note that there will be a very small lapse between contracts, as the current contract expires June 30, 2023, and the new contract will go into effect on July 5, 2023.

II.                     RECOMMENDATION

Recommendation

TAKE all of the following actions:

1.                     WAIVE further reading and ADOPT Resolution No. 23-097, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, ACCEPTING A $57,000 GRANT FROM THE SOUTH BAY CENTER FOR COUNSELING TO SUPPORT THE PREVENTION AND AFTERCARE PROGRAM” (Exhibit No. 1). 

2.                     APPROVE the proposed “Amendment No. 1 to 2022 Subcontract for Prevention and Aftercare Program Activities and Services” between the City and SBCC (Exhibit No. 3; “Amendment No. 1”).

3.                     AUTHORIZE the Mayor to execute Amendment No. 1, following approval as to form by the City Attorney.

IV.                     BACKGROUND

Since 2008, the City of Carson has been awarded a reimbursement grant from the South Bay Center for Counseling (SBCC).  The funds were initially used to underwrite the Prevention Initiative Demonstration Project and Family Support programs that created youth leadership initiatives. It was hoped that these endeavors would provide young people the opportunity to develop skills they can use to improve their lives and the community, as well as give families activities and workshops to help strengthen their family bonds. 

In 2015, SBCC partnered with the City on a new initiative that provides services such as family coaching, goal setting, and referrals to families in Carson and surrounding communities.  Called the Prevention and Aftercare Program, it was initially funded by SBCC for a term of five years.  The objectives of the Program include:

                     Prevention of maltreatment before it occurs

                     Prevention of child abuse/neglect among families at risk through the provision of supportive family services

                     Increased child safety within the home and preservation of families in which children have been maltreated when the family’s problems can be effectively addressed. 

A new prime contract (Exhibit No. 4) was entered into between the County and SBCC effective March 1, 2021, and the City (as the service provider agency) and SBCC entered the first subcontract under the new prime contract effective the same date. The term of that subcontract expired on June 30, 2022, and a new subcontract was entered into by City and SBCC effective July 1, 2022 (Exhibit No. 2; the “2022 Subcontract”). The 2022 Subcontract carried an initial one-year term and three options of SBCC to extend the term by up to two additional one-year periods and one additional six-month extension term, consistent with the term/extension structure of the prime contract.

This proposed extension will keep the term of the 2022 Subcontract in alignment with the term of the prime contract. The prime contract, which dictates provisions of the subcontracts with service provider agencies including the City’s subcontract with SBCC, was recently extended by the County for the 2023-24 fiscal/program year.

The City recently received notice from SBCC that City is being awarded $57,000 to support the program from July 1, 2023, through June 30, 2024. The proposed Amendment No. 1 would exercise SBCC’s first one-year option to extend the term of the 2022 Subcontract, allowing the City’s program services to continue through June 30, 2024, consistent with the prime contract, and would increase the Contract Sum of the 2022 Subcontract accordingly. 

To allow the Program to continue through at least June 30, 2024, staff recommends that the City Council adopt the proposed resolution and approve the proposed Amendment No. 1 to the 2022 Subcontract.

V.                     FISCAL IMPACT

Should the City Council approve staff’s recommendation, there is no fiscal impact to the General Fund. The grant funds will be reflected in both the revenue estimate in Account No. 210-99-999-999-4513, and in the expenditure budget in Account No. 210-90-950-980-6009 for the FY 23-24 budget.
