CONSIDER APPROVAL OF AMENDMENT NO. 1 TO THE AGREEMENT WITH JOE A. GONSALVES & SON FOR STATE OF CALIFORNIA LEGISLATIVE ADVOCACY SERVICES (CITY COUNCIL)

I. SUMMARY
This item transmits a recommendation for the City Council to approve Amendment No. 1 with Joe A. Gonsalves & Son to (1) extend the term by two years and (2) increase the consideration by $96,000 for continuance of state of California legislative advocacy services to the City of Carson.
At its meeting on March 2, 2021, the City Council approved a contract with Joe A. Gonsalves & Son for an initial three-year term for a not-to-exceed contract sum of $48,000 annually or $144,000 for the full term.
Approval of this item would authorize a two-year extension and add another $96,000 for the additional years of services for a total not-to-exceed of $240,000 over five years.
II. RECOMMENDATION
Recommendation
APPROVE Amendment No. 1 with Joe A. Gonsalves & Son to authorize a two-year term extension and increase the contract consideration by $96,000 (Exhibit 1; the “Amendment”); and
AUTHORIZE the Mayor to execute the Amendment, following approval as to form by the City Attorney.

TAKE another action the City Council deems appropriate and that is consistent with applicable laws.
IV. BACKGROUND
As detailed in the contract services agreement, Joe A. Gonsalves & Son has supported the City of Carson as follows:
• Protecting the City’s interest potentially affected by changing laws or regulations;
• Advocating for the City’s interests to elected representatives, key committee members, as needed, garnering their support and resolving concerns;
• Monitoring and analyzing existing and proposed legislative actions throughout their development and implementation;
• Advising the City on the development of legislative positions and priorities;
• Representing the City at regulatory meetings and/or hearings;
• Supporting the preparation and transmission of letters of opposition and support on behalf of the City pertaining to legislative matters of interest; and
• Providing grant notification and grant outreach on behalf of the City.
V. FISCAL IMPACT
Funds for this item are already budgeted since the contract has already been in place. Approval of this item would authorize continued encumbrance of $48,000 per year from the City Manager’s Office budget for Professional Services (101-50-501-100-6004).
