CONSIDERATION OF RESOLUTION NO. 19-144, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING A REVISED JOB CLASSIFICATION SPECIFICATION FOR SENIOR CLERK AND THE DOWNGRADE OF THE DIVISION SECRETARY IN PUBLIC WORKS TO A SENIOR CLERK AND THE REASSIGMENT OF TWO SENIOR CLERKS IN THE CITY CLERK'S OFFICE TO THE TWO VACANT SENIOR CLERK POSITIONS IN PUBLIC WORKS (CITY COUNCIL)

I. SUMMARY
At this time, staff is presenting the updated Senior Clerk job spec to properly reflect current City needs. Staff Met & Conferred with AFSCME Local 809 and Local 1017 and all parties are in agreement with the proposed Senior Clerk job spec. As a result of City Council’s decision to terminate passport services in the City, Staff was directed to eliminate two Senor Clerk positions in the City Clerk’s Office. Impacted staff were properly notified per the MOU requirements and informed of the City’s desire to place them into budgeted vacant positions, if possible. At this time, the Division Secretary and Senior Clerk roles in Public Works are vacant. A downgrade of the Division Secretary to Senior Clerk is now warranted to accommodate the department transfer.
II. RECOMMENDATION

WAIVE further reading and ADOPT RESOLUTION. 19-144, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING THE REVISED JOB CLASSIFICATION SPECIFICATION FOR SENIOR CLERK AND THE DOWNGRADE OF THE DIVISION SECRETARY IN PUBLIC WORKS TO A SENIOR CLERK AND THE REASSIGMENT OF TWO SENIOR CLERKS IN THE CITY CLERK'S OFFICE TO THE TWO VACANT SENIOR CLERK POSITIONS IN PUBLIC WORKS.”

III. ALTERNATIVES
TAKE any action deemed appropriate.
IV. BACKGROUND
On June 19, 2019, the City Council voted to discontinue providing passport services from the City Clerk’s Office. Council also voted to direct Staff to eliminate two Senior Clerk positions budgeted to provide such services to the public.
The City would like to continue the employment of the two impacted Senior Clerks in the City Clerk’s Office. At this time, the City has a Senior Clerk and a Division Secretary vacancy in the Public Works Department. Staff Met & Conferred per the requirement of the AFSCME 809 regarding the impacted unit members/staff. Staff is proposing that one eliminated Senior Clerk in the City Clerk’s office fill the Senior Clerk vacancy in Public Works. Staff is proposing to downgrade the Division Secretary vacancy to a Senior Clerk role in order to fill the role with the other eliminated Senior Clerk to fill.
V. FISCAL IMPACT
None - the fiscal year savings is $6,224 for the downgrade from Division Secretary to Senior Clerk
