Body

I.                     SUMMARY

The Carson Housing Authority (Authority) is being asked to enter into agreements for the services of several consultants to implement the goals of the Authority.  Due to the need for specialized expertise, reliance on consultants to assist the Authority with project implementation is necessary.  The amounts listed are not-to-exceed amounts and might not be expended in total.  The services of each of these consultants may not be used but will be available to Authority staff as projects are implemented in the most time sensitive manner possible.                     

Per the Authority’s direction, authorization to make this request was made six months in advance and approved at the Authority’s regular meeting on
December 15, 2015.  The consultant contracts are being brought back to the Authority for consideration at this time.

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     AUTHORIZE the Authority Chairman to sign the agreement for consulting services with Eco & Associates in the amount of $15,000 for a period of two years, which shall be in substantially the same form as the agreement attached hereto, after approval as to form by the Authority Counsel.

2.                     AUTHORIZE the Authority Chairman to sign the agreement for consulting services with Eichel & Associates in the amount of $10,000 for a period of two years, which shall be in substantially the same form as the agreement attached hereto, after approval as to form by the Authority Counsel.

3.                     AUTHORIZE the Authority Chairman to sign the agreement for consulting services with Goeppner & Associates in the amount of $20,000 for a period of two years, which shall be in substantially the same form as the agreement attached hereto, after approval as to form by the Authority Counsel.

4.                     AUTHORIZE the Authority Chairman to sign the agreement for consulting services with Keyser Marston & Associates in the amount of $35,000 for a period of two years, which shall be in substantially the same form as the agreement attached hereto, after approval as to form by the Authority Counsel.

5.                     AUTHORIZE the Authority Chairman to sign the agreement for consulting services with Psomas in the amount of $30,000 for a period of two years, which shall be in substantially the same form as the agreement attached hereto, after approval as to form by the Authority Counsel.

6.                     AUTHORIZE the Authority Chairman to sign the agreement for consulting services with RSG, Inc. in the amount of $40,000 for a period of two years, which shall be in substantially the same form as the agreement attached hereto, after approval as to form by the Authority Counsel.

7.                     AUTHORIZE the Authority Chairman to sign the agreement for consulting services with DHA Consulting in the amount of $30,000 for a period of two years, which shall be in substantially the same form as the agreement attached hereto, after approval as to form by the Authority Counsel.

8.                     AUTHORIZE the Executive Director to execute the necessary documentation to implement the work orders as required.

III.                     ALTERNATIVES

TAKE another action the Authority Board deems appropriate.

IV.                     BACKGROUND

In the past, the Authority has authorized the preparation of agreements with an approved list of consultants to implement the housing work plan on an as-needed basis.  Those contracts will expire on June 30, 2016.  It is anticipated that the work plan will be implemented by staff.  The specialty services of these consultants will be available to staff on an as-needed basis.

The work plan includes, but is not limited to, the following activities:

  • Annual monitoring of affordability restrictions and residual receipts for projects that were completed with Authority assistance.  Those projects include: Veo, Via 425 (Phase I and II), Arbor Green, Villagio (I and II), Carson Terrace Apartments, The Renaissance, Magnolia Walk and future projects.
  • Negotiations regarding development of the SW corner of Carson Street and Figueroa. 
  • Negotiations regarding development of the 21205 South Main Street.
  • Implementation of The Boulevards Owner Participation Agreement for affordable housing.
  • Continue resolution of environmental issues on potential development sites and Authority-owned properties.
  • Due diligence review for sale and acquisition of property.
  • Authority administration, financial planning and accounting.
  • Reporting requirements under SB 341

The following list provides the consulting firms, their expertise, the action and amounts requested to support the above activities.  It should be noted that other consultants may be needed as Authority projects are implemented.  Any additional consultant services will be brought forth individually by project.  These amounts are not-to-exceed amounts and might not be completely expended.  Any existing contracts will be terminated by issuance of the new contract, which will commence July 1, 2016 and terminate as of June 30, 2018.

Finally, staff recommends contracting with the proposed consultants for the next two fiscal years.  The amounts listed in above cover the two year period. 

 

V.                     FISCAL IMPACT

Funds for the needed consulting services are included in the Authority’s FY 2016-17 budget.  For the second year of the contracts, funds will be included in the Authority’s FY 2017-18 budget.
