CONSIDERATION TO ACCEPT THE PROJECT AS COMPLETE, PROJECT NO. 1628: TRAFFIC SIGNAL INSTALLATION AT THE INTERSECTION OF TAJAUTA AVENUE AND DEL AMO BOULEVARD (CITY COUNCIL)

I.                     SUMMARY

On April 20, 2021, the City Council awarded a Construction Contract to Crosstown Electrical and Data, Inc. for the construction of Project No. 1628: Traffic Signal Installation at the intersection of Tajauta Avenue and Del Amo Boulevard, for a total budget of $266,393.00.

On January 17, 2023, the City Council approved Change Order No. 1 and provided additional funds to address costs that exceeded the project contingency. These costs were incurred due to various unforeseen challenges during construction.

This project has been completed in accordance with the approved plans and specifications.  It is requested that the City Council accept the work as complete and authorize staff to file the Notice of Completion with the Los Angeles County Registrar-Recorder / County Clerk Office under Civil Code Section 9204.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     ACCEPT as complete Project No. 1628: Traffic Signal Installation at the Intersection of Tajauta Avenue and Del Amo Boulevard.

2.                     AUTHORIZE staff to file a Notice of Completion.

III.                     ALTERNATIVES

1.                      DO NOT ACCEPT the project as complete. However, acceptance of a project as complete and recordation of a Notice of Completion after work completion under Civil Code Section 9204 will shorten the time period during which any contractor will be able to file a lien claim.

2.                      TAKE another action the City Council deems appropriate consistent with the requirements of the law.

IV.                     BACKGROUND

On April 20, 2021, the City Council approved Item No. 19, awarding a Construction Contract to Crosstown Electrical and Data, Inc. for $266,393.00. This contract pertains to the construction of Project No. 1628: Traffic Signal Installation at the Intersection of Tajauta Avenue and Del Amo Boulevard. Additionally, the City Council authorized the allocation of construction contingencies, amounting to $39,958.95 (15%).

The project installed a new traffic signal at the intersection of Tajauta Avenue and Del Amo Boulevard as a safety improvement. Tajauta Avenue is a 40-foot wide local street with one travel lane in each direction, provides north-south access, and has a terminus at Del Amo Boulevard. Del Amo Boulevard is an 86-foot wide major highway with two travel lanes and a bike lane in each direction, and provides east-west access. The intersection of Tajauta Avenue and Del Amo Boulevard was previously stop-controlled on the southbound Tajauta Avenue approach, while uncontrolled on both the east and westbound Del Amo Boulevard Approaches.

Subsequently, on January 17, 2023, the City Council approved Change Order No. 1 for $130,884.27 and an additional $19,115.73 for construction contingency, bringing the new project budget to $456,351.95. This change order was necessary to cover the costs incurred due to various unforeseen challenges during construction, as the project contingency was exceeded.

The construction has been completed in a satisfactory manner and the traffic signals are functioning as intended for public use. Staff is requesting the City Council to accept the project as complete and authorize staff to proceed with the filing of Notice of Completion.

V.                     FISCAL IMPACT

No fiscal impact on the General Fund or Special Revenue budget is associated with the recommended action items. The total contract amount for this project was $456,351.95, including construction contingency, funded by Measure M. The expenditures for this project totaled $423,952.59, resulting in the project being under budget by $25,725.00.
