CONSIDER AWARD OF A CONSTRUCTION CONTRACT TO CALTEC CORP. FOR PROJECT NO. 1786: CITY HALL BATHROOM AND KITCHENETTE RENOVATIONS (CITY COUNCIL)

I. SUMMARY
Project No. 1786 is part of the City’s fiscal year 24/25 Capital Improvement Program (CIP). This project includes renovating all the bathrooms and kitchenettes on the ground floor and second floor of City Hall. (Exhibit No. 1)
The project was advertised in a newspaper of local circulation and through the PlanetBids portal from July 18, 2024 to August 5, 2024. Three (3) bids were received and opened at the City Clerk’s Office. It was determined that CALTEC Corp. was the lowest responsive and responsible bidder, with a total bid amount of $1,697,000.00.
Staff is requesting City Council to award a Construction Contract to CALTEC Corp. for a not-to-exceed amount of $1,697,000.00.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. AWARD a Construction Contract to CALTEC Corp., the lowest responsive and responsible bidder, for Project No. 1786: City Hall Bathroom and Kitchenette Renovations, in the amount of $1,697,000.00.
2. AUTHORIZE the Mayor to execute a Construction Contract with CALTEC Corp., following approval as to form by the City Attorney.

1. REJECT all bids.
2. TAKE another action the City Council deems appropriate consistent with the requirements of the law.
IV. BACKGROUND
Project No. 1786: City Hall Bathroom and Kitchenette Renovations is included in the City’s Capital Improvement Program (CIP) list. The project includes renovating existing men’s and women’s restrooms and kitchenettes on the ground floor and second floor of city hall to meet current ADA standards. Demolition and design plans were prepared by the city’s on-call consultant BOA Architecture.
The Invitation for Bids (IFB) was advertised in a newspaper of local circulation and through the PlanetBids portal from July 18, 2024 to August 5, 2024. Three (3) bids were received and opened at the City Clerk’s Office on August 5, 2024. (Exhibit No. 2)
The bid results are listed below:

Staff reviewed the bids and determined that the lowest responsive and responsible bid was submitted by CALTEC Corp., with a total bid in the amount of $1,697,000.00. CALTEC Corp is a bona fide contractor licensed by the State of California. The bid bond, in the amount of 10% of the total bid, as supplied by Developers Surety and Indemnity Company is in order and was submitted with the bid. The project is subject to compliance with the City’s Project Labor Agreement as stated in the bid packet, and the bid amount reflects the same.
The anticipated timeline for this project is as follows:
Award of Construction Contract: September, 2024
Agreement executed by the City: September, 2024
Start of construction: October, 2024
Completion of construction: February, 2025
The project may experience delays depending on material lead times, existing building conditions, and other City Projects in adjacent areas, and staff may have to adjust the schedule accordingly. The project will also require City Staff adjacent to the renovations to have their workplace temporarily relocated.
Staff is requesting City Council to award a Construction Contract to CALTEC Corp., for a not-to-exceed amount of $1,697,000.00. (Exhibit No. 3).
If any unforeseen construction work such as substructure conflicts, lead containing materials removal and disposal, material testing shall arise, resulting in a need to execute change orders, staff will bring the matter to Council and ask for additional funds at that time.
V. FISCAL IMPACT
The construction bid amount for this improvement project is $1,697,000.00.
The total project cost is included in the FY 2024-2025 CIP budget utilizing CIP-General Fund Account 101-99-999-904-8005.
