CONSIDER APPROVAL OF AMENDMENT NO. 2 TO EXTEND THE CONTRACT SERVICES AGREEMENT WITH GOODWILL, SERVING THE PEOPLE OF SOUTHERN LOS ANGELES COUNTY BY ONE ADDITIONAL YEAR FOR ROUTINE CLEANING AND MAINTENANCE OVER CITY BUS STOPS (CITY COUNCIL)

I. SUMMARY
On January 1, 2020, the City entered into a Contract Services Agreement with Goodwill, Serving the People of Southern Los Angeles County (“Goodwill”) for routine cleaning and maintenance over City-owned bus stops through June 30, 2023 (Exhibit No. 1; “Agreement”). On March 21, 2023, the City exercised its first of two options to extend the term by one additional year through June 30, 2024. The contract sum accordingly increased by $97,800, from $343,400 to $440,100 (Exhibit No. 2; “Amendment No. 1”).
Staff would now like to exercise the City’s second option to extend the term by one additional year through June 30, 2025, and increase the contract sum by $97,800 for a revised contract sum of $537,900 (Exhibit No. 3; “Amendment No. 2”).
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. APPROVE Amendment No. 2 to Contract Services Agreement between the City and Goodwill, Serving the People of Southern Los Angeles County, a 501(c)(3) nonprofit corporation; and
2. AUTHORIZE the Mayor to execute the Amendment, following approval as to form by the City Attorney.

IV. BACKGROUND
The City provides fixed-route bus service through an agreement with Long Beach Transit. Staff operates the Carson Circuit in conjunction to provide broader coverage of service.
To oversee the maintenance of City-owned bus stops, the City entered into an Agreement with Goodwill for routine cleaning and maintenance over bus stops for an initial three and a half year term from January 1, 2020 through June 30, 2023 with options to extend the initial term by two additional one-year periods.
On March 21, 2023, the City Council approved the first option to extend the term of the Agreement by one additional year through June 30, 2024. The contract sum increased by $97,800 accordingly, from $343,400 to $440,100, in line with the Agreement’s rate of $8,150 per month.
Staff would now like to exercise the second option to effectively extend the term by one additional year through June 30, 2025, and thereby increase the contract sum by $97,800 for a revised contract sum of $537,900.
V. FISCAL IMPACT
None at this time. Should the City Council approve the recommendation, funds for the second one-year period will be budgeted in Fiscal Year 2024-25 Proposition A account no. 218-90-940-181-6004.
