Title

CONSIDERATION OF RESOLUTION NO. 19-169, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING NEW OR REVISED JOB CLASSIFICATION SPECIFICATION AND TITLE CHANGE FOR PUBLIC SAFETY AND COMMUNITY SERVICES MANAGER AS EMERGENCY SERVICES MANAGER (CITY COUNCIL)

I.                     SUMMARY

When vacancies occur, they present Staff with the ideal time to enhance job specs to reflect current needs based upon industry trends, technological advancements and business evolution.  At this time, staff is presenting the updated and amended Public Safety and Community Services Manager as Emergency Services Manager job spec to properly reflect the current need of the City and the department.

 

On November 5, 2019, Staff presented a proposed job spec to City Council for consideration and approval.  After review and discussion, City Council requested the following - that Staff increase the years of experience from 6 years of full-time paid experience and 3 years in a Managerial position to 10 years of full-time paid experience and 3 years in a Managerial position or related field; that Staff confirm the comparable bench mark cities utilized to determine the relevant years of experience and Managerial/Supervisory years of experience requirement as stated in the proposed Emergency Services Manager job spec presented on November 5, 2019; that the License language be updated from “preferred” to “desired” for the stated certification requirements.  Staff is presenting the updated job spec as requested.

 

II.                     RECOMMENDATION

Recommendation

“WAIVE further reading and ADOPT Resolution No. 19-169, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111. BY ADOPTING THE REVISED JOB CLASSIFICATION SPECIFICATION AND TITLE CHANGE FOR PUBLIC SAFETY AND COMMUNITY SERVICES MANAGER AS EMERGENCY SERVICES MANAGER.”

TAKE any other action the City Council deems appropriate.

 

IV.                     BACKGROUND

The required Meet & Confers with the Association of Management Employees (AME) were conducted on October 29, 2019 and November 13, 2019 respectively and all parties are in agreement on the updated job spec.   The job spec was updated to clarify the duties and responsibilities required for the City and the department and as requested by City Council.

 

V.                     FISCAL IMPACT

There is no fiscal impact to the General Fund.
