CONSIDER ENTERING INTO AN EXCLUSIVE NEGOTIATING AGREEMENT WITH META HOUSING CORPORATION FOR DEVELOPMENT OF AFFORDABLE HOUSING FOR WORKING ARTISTS AT A PRIVATELY OWNED PROPERTY LOCATED AT 21205 MAIN STREET  (HOUSING AUTHORITY)

I.                     SUMMARY

Meta Housing Corporation (Developer) wishes to enter into an exclusive negotiating agreement (ENA) with the Carson Housing Authority (Authority) to develop an affordable housing for working artists on 1.8 acres of privately owned property located at 21205 Main Street (Property) (Exhibit No. 1). 

The Authority would provide financial assistance to the Developer for development of the project pursuant to the terms of an Affordable Housing Agreement (AHA) to be negotiated during the ENA period. 

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     APPROVE the Exclusive Negotiating Agreement between the Carson Housing Authority and Meta Housing, Inc.

2.                     AUTHORIZE the Chairman to execute the Exclusive Negotiating Agreement, which shall be in substantially the same form as attached hereto, following approval as to form by Authority Counsel.

IV.                     BACKGROUND

The Developer proposes to construct a 46-unit multi-family affordable housing development on the Property.  The units would be leased to qualifying households, with a leasing preference towards working artists.  The Developer proposes the build a quality product that would incorporate artist workspace and galleries.  As part of the art component for the proposed Project the Developer would ensure that art-related programs such as art shows, classes, and workshops are available to residents.  The Developer has demonstrated its experience and good quality of work, having completed more than 60 affordable housing projects including four successful artist-housing communities in southern California.   

The Developer has a constructed a senior affordable project in Downtown Long beach which uses arts as its programming focus, and recently completed a project in San Pedro with a similar arts focus as the Carson proposal, and which features gallery space, shared studio and music rehearsal space, and arts programming as part of the project. 

Following review of the Developer’s qualifications and proposal, staff determined that the Developer’s plan for the Property is consistent with the Authority’s goal of developing quality workforce housing.

The ENA would be for a period of 180 days, during which time the terms of an AHA would be crafted.  Once an AHA is negotiated, it will be presented before the Authority Board for review and approval before the ENA period expires.  Staff recommends that the Authority enter into the ENA with the Developer and authorize staff to negotiate the terms of the AHA.                                          

   V.                     FISCAL IMPACT

There will be no fiscal impact to the ENA, other than budgeted staff and consultant time.  The financial contribution by the Authority is still to be negotiated during the ENA period.
