CONSIDER APPROVAL OF AMENDMENT NO. 1 TO THE GRANT AGREEMENT BETWEEN THE CITY OF CARSON AND THE REGENTS OF THE UNIVERSITY OF CALIFORNIA (C22-209) TO EXTEND TERM THROUGH JUNE 30, 2025, TO FULFILL THE UPDATED SCOPE OF WORK FOR ALL ANIMALS STATEWIDE ANIMAL SHELTER ASSISTANCE PROGRAM GRANT (CITY COUNCIL)

I.                     SUMMARY

On September 20, 2022, the City of Carson accepted a $15,000 grant from the California for All Animals Statewide Animal Shelter Assistance Program. The City Council is now asked to approve Amendment No. 1 to the Grant Agreement, to extend the term to June 30, 2025, to accommodate the revised scope of work (Exhibit No. 2).

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     APPROVE the “First Amendment to Shelter Services Agreement” with THE REGENTS OF THE UNIVERSITY OF CALIFORNIA on behalf of its Davis Campus School of Veterinary Medicine on behalf of its Koret Shelter Medicine Program.

2.                     AUTHORIZE the City Manager to sign the proposed amendment subject to approval as to form by the City Attorney.

IV.                     BACKGROUND

California for All Animals is a statewide program dedicated to supporting animal shelters, fostering collaboration among shelters across the state with the shared goal of ensuring every animal in need receives appropriate care, delivered in the right place and at the right time.

An opportunity known as the Welcome Grant was made available to all municipal and private shelters with municipal contracts in California, offering an initial grant of $5,000 upon acceptance into the program. On July 19, 2022, the City Council approved acceptance of a Welcome Grant of $5,000, which can be used to cover general operating expenses related to animal care.

Participation in California for All Animals not only provides access to initial grants but also opens doors to additional funding opportunities aimed at achieving the program's overarching goal of ensuring every animal in need receives the appropriate care.

In spring 2022, the UC Davis Koret Shelter Medicine Program (KSMP) announced a new grant opportunity under the California for All Animals Program, specifically targeting animal control agencies providing field services and animal control functions. City staff submitted a proposal aimed at enhancing the city's animal control services for low-income residents who are passionate about animals.

On August 15, 2022, the City received notification of the approval of a $15,000 grant from the California for All Animals Program. This grant will fund animal kits, supplies, vouchers for spay/neuter surgeries, and medical care for low-income residents within the community.

Subsequently, on September 20, 2022, the City of Carson approved the Grant Agreement (Exhibit No. 1) to receive $15,000 from the California for All Animals statewide animal shelter assistance program, covering the period from September 1, 2022 to August 31, 2023.

City staff now seeks approval from the City Council for Amendment No. 1 to the Grant Agreement (Exhibit No. 2), extending the term through June 30, 2025, to accommodate the updated scope of work.
