APPROVE THE ADDITION OF A PRINCIPAL ADMINISTRATVE ANALYST FOR THE PUBLIC WORKS DEPARTMENT (CITY COUNCIL)

I.                     SUMMARY

This item is on the agenda at the referral of the FY18-19 Ad Hoc Budget Subcommittee.  It was determined by the Committee that due to the current and future needs of and demands on the Public Works Department, it is necessary and prudent to move forward with the recommendation to approve the addition of a Principal Administrative Analyst for the Public Works Department.  The City Council also requested information on the City’s promotional practices and rules.

IV.                     BACKGROUND

On January 23, 2018, the recommendation was brought to City Council for approval and the City Council referred the item to the FY18-19 Ad Hoc Budget Subcommittee for further review and discussion.  Staff was also directed to return with information on the City’s promotional practices and rules. The Ad Hoc Budget Subcommittee met on February 7, 2018, with the Director of Public Works, Human Resources staff and the City Manager. 

                     Public Works Principal Analyst

It was discussed that the Public Works Department is the largest department in terms of budget (second only to the Sheriff’s contract), and has one of the largest work forces in the City.  The Department must administer over 100 blanket purchase orders, manage approximately 10 grants annually (6 of the 10 are more than $1 million each), administer and manage 50 contracts, and administer the external requirements of a variety of special programs and funds (i.e., Measure M and RMRA).  The Department has the most professionals and supervisors in the City.  However, the Department does not have sufficient staff to support the administrative workload noted above.  The result is slower project completion, longer times to develop Requests for Proposals, and challenges to properly administer contracts.  The addition of a Principal Administrative Analyst to the Department would provide greater administrative support to the Director and the Department.

Promotional Practices and Rules

This position would be an Open and Promotional recruitment.  In accordance with the City’s Personnel Rules, Section, Rule VI, Employment Procedures; and Rule VII, Appointment Procedures; also in agreement with the Memorandum of Understanding of the Carson Professionals and Supervisors Association (CPSA) Section 2, Promotional Opportunities, which states, in part:

                                                               SECTION 2. PROMOTIONAL OPPORTUNITIES

2.1                     The City shall make a good faith effort to promote and transfer from within the City service.

2.2                     The City shall recruit for and establish eligibility lists for all vacancy budgeted positions, unless they use temporarily frozen by the City Manager. At his/her sole discretion, the City Manager may fill a position reinstatement or voluntary demotion.

Past practice is also a factor in the recruitment process.  The lists are established and interviews are conducted considering full-time, part-time and external candidates in that order.  The method in which recruitments are conducted may also be reviewed in SMP 6.20, Personnel-Recruitment and Selection (See Exhibit No. 4).

                                          V.                     FISCAL IMPACT

The annual cost for the position is approximately $100,252.  Approximately $20,886 was already encumbered in the General Fund, Resolution No. 18-007 (Exhibit 3) for this fiscal year.
