IV. BACKGROUND
The City is responsible for maintaining over 100 backflow prevention devices throughout Carson. These devices are in public areas such as parkways, medians, parks, and City facilities. The purpose of these devices is to prevent contaminated water from flowing back into the potable water supply, which can happen if there is a sudden pressure drop in the water line. Backflow can cause serious health hazards by contaminating the public drinking water supply. Backflow prevention devices eliminate this hazard and ensure that the public drinking water is safe.
Under Title 17 of the California Code of Regulations, backflow preventers must be tested at a minimum of one time per year. The local health agency or water supplier may require more frequent testing if necessary. The water supplier requires the City to follow a regular schedule for testing these devices.
Staff is requesting that the City Council approve Amendment 1 to the contract with Verne’s Plumbing, Inc., requesting an additional $27,526.31 to replace several damaged backflow prevention devices that no longer meet regulatory compliance. One of the devices is located at the Community Center, and the others are located at center medians. Additionally, Staff is seeking permission to exercise the option to extend the terms of this agreement for a one-year period at a pre-established not to exceed cost of $16,667.00, bringing the total increased amount needed to $44,193.31. The total adjusted contract sum will be $94,193.31.
V. FISCAL IMPACT
None. Funds required to implement these contracts are included in the FY 2023/24 Building Maintenance budget account no. 101-80-840-110-6004.
