CONSIDER APPROVING PLANS, SPECIFICATIONS, AND ESTIMATES AND RECORDING A "NOTICE OF EXEMPTION" IN THE OFFICE OF LOS ANGELES COUNTY CLERK AND WITH THE STATE CLEARING HOUSE FOR PROJECT 1632 (COMMUNITY CENTER COILING WALL), PURSUANT TO SECTION 15301 OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT GUIDELINES (CITY COUNCIL)

I. SUMMARY
Project No.1632: Community Center Coiling Wall is part of the City’s Capital Improvement Program (CIP) and funded by the General Fund.
The project includes removing and replacing the coiling wall in the Community Center, including upgrading the existing structural components.
The preliminary Plans, Specifications, and Estimates (PS&E) for the improvements to Project No.1632 have been completed and are ready for construction bids. The PS&E are on file in the City Engineer’s Office. The estimated construction cost is $2,000,000.00.
The City Council is requested to approve the PS&E and authorize staff to record the Notice of Exemption to satisfy the California Environmental Quality Act’s (CEQA) requirements.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. APPROVE the plans, specification, & estimates, and order the work for Project No. 1632: Community Center Coiling Wall.
2. AUTHORIZE staff to advertise the work and call for construction bids for Project No. 1632: Community Center Coiling Wall.
3. MAKE the California Environmental Quality Act finding that the proposed City Hall Bathroom and Breakroom Renovations are categorically exempt pursuant to Section 15301 of the California Environmental Quality Act guidelines.
4. AUTHORIZE staff to record the “Notice of Exemption” in the office of the Los Angeles County Clerk and with the State Clearing House at the Governor’s Office of Planning and Research for Project No. 1632: Community Center Coiling Wall.

III. ALTERNATIVES
1. DO NOT APPROVE the above recommendations. However, staff will not be able to proceed with the construction of the project.
2. TAKE another action the City Council deems appropriate, consistent with the requirements of the law
IV. BACKGROUND
Project 1632: Community Center Coiling Wall is part of the City’s adopted 5-year Capital Improvements Program (CIP) projects. The project includes the removal of the old coiling wall and replacing it with a new folding wall system. Originally, the upgrade to Lighting/Audio Visual System was included in the scope of work for this project. Since the coiling wall and the Lighting/ Audio Visual System are two distinct specialties, it limits the ability of the contractor to bid on the project without having to partner with another trade.
This project has been advertised three times. The third time the City advertised the project, on November 13, 2023, the city received one Bid from CalTec Corp. in the amount of $3,450,000.00. Since this bid was substantially higher than the previous bids, the bid was rejected by the City Council on January 9, 2024, and staff was authorized to separate the project into two parts, one for the folding wall and the other for the AV/ Lighting System,
Advertising the project as two separate projects may also help attract more bidders since each trade may participate in the bid without having to partner with another trade.
One of the City’s On-Call consultants, BOA Architecture, was given the Task Order to divide the project into two parts: The Coiling Wall, and the AV/Lighting systems. The plans and specifications for the coiling wall portion of the project are now ready to go out to Bid. A separate staff report for the AV/Lighting will be submitted by the IT Department for City Council’s approval. Staff requests that the City Council approve the PS&E for the Coiling Wall project and authorize staff to advertise for construction bid, and the recordation of Notice of Exemption to satisfy CEQA requirements.
V. FISCAL IMPACT
No funding is being requested as part of this staff report. Staff is merely asking for authorization to advertise the work for construction bid. The preliminary estimated construction cost of the project is $2,000,000.00 and it is anticipated that General Funding will be used to cover the construction cost of this project.
