CONSIDER ADOPTION OF RESOLUTION 24-055, APPROVING MEASURE M FUNDING AGREEMENT AMENDMENT NO. 1 BETWEEN LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY (LACMTA) AND THE CITY OF CARSON FOR PROJECT NO. 1687: CARSON STREET INTELLIGENT TRANSPORTATION SYSTEM COMMUNICATIONS PROJECT FROM FIGUEROA STREET TO I-405 NORTHBOUND RAMPS, LACMTA PROJECT # MM5507.02, FTIP # LA9919028

I.                     SUMMARY

The City of Carson (City) is undertaking Project No. 1687, Carson Street Intelligent Transportation System (ITS) Communications Project from Figueroa Street to I-405 Northbound Ramps (Exhibit No. 1).

The project involves the installation of CCTV cameras and appurtenant hardware at the intersections that will provide connections between City Hall and each traffic signal. The project will provide communication needed to connect all the traffic signals along the identified Carson Street corridor for the purposes of traffic signal synchronization, traffic management, surveillance, and traffic monitoring.

Grant funds were awarded to the City to cover 100% of the estimated cost of this project from Los Angeles County Metropolitan Transportation Authority (LACMTA) Measure “M” funds in the amount of $700,000.00 in accordance with the terms of a Funding Agreement (Exhibit No. 2). These costs will be spread out over a two-year period for a total project cost of $700,000.00.

Amendment No. 1 to the Funding Agreement (Exhibit No. 3) extends the lapsing date of FY 2020-21 funds to June 30, 2024.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     ADOPT Resolution 24-055 and APPROVE Funding Agreement Amendment No. 1 with Los Angeles County Metropolitan Transportation Authority extending the project completion date to June 30, 2024.

2.                     AUTHORIZE the Mayor to execute Funding Agreement Amendment No. 1 following approval as to form by the City Attorney.

III.                     ALTERNATIVES

DO NOT ADOPT Resolution 24-055 APPROVING Funding Agreement Amendment No 1; however, the City must execute this funding agreement amendment in order to extend the project completion date. Invoices for reimbursement cannot be submitted to LACMTA unless this funding agreement amendment is fully executed.

IV.                     BACKGROUND

The City’s Capital Improvement Program (CIP) calls for the design and construction of Project No. 1687: Carson Street ITS Communications Project from Figueroa Street to I-405 Northbound Ramps. The project involves the installation of 100 feet of underground conduit at the intersection of Carson Street / Main Street, installation of 2 miles of fiber optic cables in existing City-owned conduit between 10 intersections, and installation of CCTV cameras and appurtenant hardware at the intersections. The project will provide fiber optic communication needed to connect all the traffic signals along the identified Carson Street corridor for the purposes of traffic signal synchronization, traffic management, surveillance, and traffic monitoring.

On January 30, 2018, the installation of conduits between Figueroa Street and the I-405 ramps was completed as part of the Carson Street Master Plan project, and plans were recorded. In November 2019, an application requesting funding to complete the project was submitted to the Los Angeles County Metropolitan Transportation Authority.

Staff submitted a grant application through the South Bay Cities Council of Government (SBCCOG) for Measure M Multi Year Subregional Program (M-MSP) and on August 27, 2020, the City received notification that the grant application was approved. LA Metro Board approved the grant fund in the amount of $700,000.00 for the completion of the project. City Council approved the Funding Agreement on September 7, 2021.

Since the execution of the Funding Agreement, the installation of the conduit and fiber optic cable at the intersection of Carson Street / Main Street was completed as part of other projects.  Additionally, work is currently being performed to develop plans, specifications, and cost estimates for the proposed ITS upgrades along Carson Street and at City Hall.  A time extension is required to complete the project scope following a longer than expected process for determining required project scope and bid items.

Staff is requesting the City Council approve Amendment No. 1 to the Funding Agreement, which will extend the lapsing date of FY 2020-21 funds to June 30, 2024.  It is anticipated that LACMTA will issue Amendment No. 2, further extending the lapsing of funds until June 30, 2025 to provide enough time for the construction phase of the project.  However, LACMTA is not able to issue Amendment No. 2 until Amendment No. 1 is fully executed.

V.                     FISCAL IMPACT

None. The Amendment to the Funding Agreement under consideration will extend the agreement term and provide the opportunity for the City of Carson to continue receiving reimbursement for an amount not-to-exceed $700,000.00 from Metro for CIP project 1687: Carson Street Intelligent Transportation System.
