MOBILEHOME PARK MORATORIUM AND ORDINANCE UPDATE

I.                     SUMMARY

All mobilehome park residents were invited to attend either of two town hall meetings at the Congresswoman Juanita Millender-McDonald Community Center to receive information on the City’s ordinance, current protections and the proposed ordinance updates.  Additional meetings at various mobilehome parks are planned as outlined below.

IV.                     BACKGROUND

Since December 15, 2015, the City of Carson has had in place a temporary moratorium on the closure of mobilehome parks pending the review and possible amendment of regulations applicable to such closures.  The City is considering several changes to the current mobilehome park ordinance, but has not made any final determinations about what changes will be made.

At its meeting of January 19, 2016, the City Council adopted Interim Urgency Ordinance No. 16-1579U extending a temporary moratorium on the closure of mobilehome parks.  The City Attorney held two town hall meetings (May 10 and May 11) to provide residents with accurate information regarding the ordinance and to explain the process the City will use to update the ordinance.

Both meetings were well-attended and residents asked a number of questions and offered constructive comments about the current ordinance and the task of improving it.

So far, one additional meeting has been scheduled at Carson Harbor Village on July 21, 2016.  Staff is coordinating with representatives of Colony Cove and Imperial Carson Mobilehome Park to set up meetings at these parks.  The association president at Imperial Avalon informed staff that the residents have no concerns at this time and declined to hold a meeting.  However, the clubhouse at Imperial Avalon has been offered as a site to hold meetings for the residents of the smaller mobilehome parks should the City wish to utilize this location.  Not every mobilehome park in Carson has a clubhouse or meeting space adequate to handle its residents for a public meeting, which is why the two initial meetings were held at the Community Center, a public facility.
