I. SUMMARY
On July 5, 2023, under Item No. 22 of the City Council Agenda, the City Council voted 5-0 to introduce Ordinance No. 23-2305. This item transmits a request for City Council to conduct a Second Reading of Ordinance No. 23-2305, attached as Exhibit 1.
II. RECOMMENDATION
Recommendation
CONDUCT a Second Reading by title only and with full reading waived, Ordinance No. 23-2305, entitled “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, ADDING A NEW CHAPTER 12 (CRIMINAL INFORMATION REWARDS) TO ARTICLE III (PUBLIC SAFETY) OF THE CARSON MUNICIPAL CODE TO ESTABLISH PROCEDURES FOR CITY OFFERS AND PAYMENT OF REWARDS FOR INFORMATION LEADING TO THE APPREHENSION AND CONVICTION OF ANY PERSON WHOSE WILLFUL MISCONDUCT RESULTS IN INJURY OR DEATH TO ANY PERSON” (Exhibit No. 1).

TAKE any other action the City Council deems appropriate that is consistent with the requirements of the law.
IV. BACKGROUND
At the July 5, 2023, Council Meeting, the City of Carson introduced Ordinance No. 23-2305, which adds a new Chapter 12 entitled “Criminal Information Rewards” to Article III (Public Safety) of the Carson Municipal Code.
V. FISCAL IMPACT
There is no anticipated fiscal impact since this item pertains only to the proposed ordinance for second reading. If the ordinance is ultimately codified, the fiscal impact will depend on how many awards are paid out in the future, which is unknowable at this time. As noted in the proposed ordinance, the maximum allowable payment of City funds per award would be $50,000 subject to any additional private donations.
