CONSIDER RESOLUTION NO. 23-166, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, CARRYING OVER UNEXPENDED CDBG-CV FUNDS FROM FISCAL YEAR 2022/23 TO FISCAL YEAR 2023/24 AND ALLOCATING THOSE FUNDS TO THE COVID-RELATED RESIDENTIAL REHABILITATION PROGRAM

I. SUMMARY
At its September 5, 2023 meeting, City Council approved a Substantial Amendment to the City’s 2019-2020 Annual Action Plan (Exhibit No. 1) reallocating a total of $297,876.44 in unexpended Community Development Block Grant-Coronavirus (CDBG-CV) funds, and allocating $60,000.00 to the COVID-Related Homelessness Prevention Program and $237,876.44 to the COVID-Related Residential Rehabilitation Program.
At its September 19, 2023 meeting, City Council adopted a number of Resolutions involving Fiscal Year 2022-2023 continuing appropriations. Resolutions No. 22-138 and 22-139 (Exhibit No. 2) included the $60,000.00 item for the COVID-Related Homelessness Prevention Program, but the $237,876.44 for the COVID-Related Residential Rehabilitation Program was not included in those Resolutions. Resolution No. 23-166 (Exhibit No. 3) is being presented at this time to correct that omission.
II. RECOMMENDATION
Recommendation
WAIVE further reading and ADOPT Resolution No. 23-166, “A Resolution of the City Council of the City of Carson, California, Carrying Over Unexpended CDBG-CV Funds from Fiscal Year 2022/23 to Fiscal Year 2023/24 and Allocating Those Funds to the COVID-Related Residential Rehabilitation Program”.

IV. BACKGROUND
On March 27, 2020, at the onset of the coronavirus (COVID-19) pandemic, the President of the United States signed the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Pursuant to the CARES Act, the City of Carson was awarded $1,152,051 in supplemental Community Development Block Grant (CDBG) funding specifically to prevent, prepare for, and respond to the coronavirus public health emergency. This supplemental funding is referred to as “CDBG-CV” (“CV” standing for “coronavirus”).
The U. S. Department of Housing and Urban Development (HUD) instructed CDBG recipient jurisdictions to prepare and submit Substantial Amendments to their Program Year 2019-2020 Annual Action Plans in order to obtain their CDBG-CV funding. As a result, any subsequent actions allocating or reallocating CDBG-CV funds require subsequent Substantial Amendments to that 2019-2020 Annual Action Plan.
At its September 5, 2023 meeting, City Council approved a Substantial Amendment to the 2019-2020 Annual Action Plan reallocating a total of $297,876.44 in unexpended CDBG-CV funds, $60,000.00 of this total was allocated to the COVID-Related Homelessness Prevention Program (services to assist Carson residents who are experiencing homelessness or are at risk of homelessness as a result of the pandemic) and $237,876.44 was allocated to the COVID-Related Residential Rehabilitation Program (residential rehabilitation aimed at remedying conditions to prevent and inhibit the spread of coronavirus).

Resolutions No. 23-138 and No. 23-139 included the $60,000.00 item for the COVID-Related Homelessness Prevention Program, but the $237,876.44 for the COVID-Related Residential Rehabilitation Program was not included in those Resolutions. As a result, Resolution No. 23-166 is being presented at this time to correct that omission.
V. FISCAL IMPACT
No General Fund impact. The requested action would increase account number 215-70-720-968-6062 by $237,876.44.
